The Rank 1 Educational Administration program is tailored for Kentucky teachers seeking a salary increase through a rank change. Rank I status requires 60 credit hours of approved graduate credit, including a master's degree, and is recognized only in Kentucky. Up to 15 credit hours may be transferred from other accredited institutions. Flexible course delivery options (online or in-person) and endorsement courses embedded in the curriculum make this the most versatile Rank 1 option in areas like art, elementary, health, middle grades, music, physical education, secondary, or special education.

Rank 1 programs are not degree programs.
Rank I programs are planned, graduate-level programs designed for Kentucky teachers seeking rank change for salary purposes. They are recognized only in the state of Kentucky. By state regulation, Rank I status is 60 credit hours of approved graduate credit including a master's degree.
Teachers who complete a Rank I program may obtain a rank change for salary purposes in Kentucky. Through a Rank I program, teachers may increase their depth of knowledge in their teaching areas or in additional areas of certification, as appropriate.
Admission Requirements
Graduates of the University of Louisville EdS in Educational Administration, are eligible to pursue this Rank 1 program.
Candidates who have completed a specialist’s degree in Educational Administration from other institutions must provide documentation, before applying for admission, that they have completed the requirements leading to the provisional and standard certificates in Kentucky.
Students may apply to the program by first going to the Graduate School website. Admission requirements include the following credentials:
- Official transcripts with a GPA of 2.75 in the bachelor's degree and a GPA of 3.0 in the master's degree
- For international students, TOEFL/IELTS/Duolingo (students holding a baccalaureate or advanced degree from an accredited institution in the U.S. are exempt from this requirement.)
Applicants who have attended a college or university outside of the United States are also required to submit an evaluation of their transcript through either WES (World Education Services) or ECE (Educational Credential Evaluators). Please note that transcript evaluations can sometimes take several weeks.

Mid-Point Requirement: Candidates are required to submit a mid-point performance assessment to their faculty advisor at the completion of 15 credit hours of coursework and designed collaboratively with the faculty advisor. The faculty advisor will assess the candidate's performance assessment, which must be at the exemplary or accomplished level. The performance assessment must address the PSEL standards and include a leadership profile and personal growth goal to be assessed in the exit portfolio and/or oral defense of the portfolio.
Exit Assessment: Hallmark Assessment Task for LEAD 679 OR LEAD 782 or equivalent project that demonstrates proficiency in the PSEL Standards; Course project must address all of the PSEL Standards including artifacts associated with each standard submission. Additionally, an updated leadership profile and a reflection of personal progress toward the midpoint growth goal is required. Students must have a minimum 3.0 cumulative grade point average. No course credit equivalent to a GPA of 2.5 or lower will be accepted.
