Professor Albert Harris, Chair, called the Assembly to order at 3:05.

The Chair recognized Assistant Dean Taylor who moved approval of the May candidates for graduation, pending successful completion of all requirements. The motion was seconded.

Hearing no call for discussion, the Chair put the question and the motion carried unanimously.

The Chair recognized Professor Richardson who moved, seconded by the Honors Advisory Committee, the selection of Julia Erin Miller, a Biology and German major, as the 2001-2002 Woodcock Medalist.

Hearing no call for discussion, the Chair put the question and the motion carried unanimously.

The Chair opened the floor for nominations for Assembly Chairperson for AY 2002-2003. Professor Byers nominated Professor Harris. The nomination was seconded.

Professor Pfeffer moved that nominations be closed. Hearing no further nominations, the Chair declared nominations closed. Professor Harris was elected unanimously.

The Chair then opened the floor for nominations for Assembly Parliamentarian for AY 2002-2003. Professor Wise nominated Professor Hall. The motion was seconded.

Hearing no further nominations, the Chair declared nominations closed. Professor Hall was elected unanimously.

The Chair recognized Dean Brennan, who outlined the present budget situation in the College. The Dean explained the enrollment enhancement strategy by which he proposed to meet the College's share of the budget reduction.

The Chair recognized Professor Ferre on behalf of the Ad Hoc Personnel Committee. Professor Ferre explained that the Faculty Senate Redbook Committee had returned the College Personnel Policy (adopted March 18, 2002) for specific revisions. He distributed a document from the Ad Hoc Committee addressing the needed changes.

Professor Ferre moved, seconded by the Ad Hoc Committee, that the phrase "professional activity" be changed to "research and creative activity" throughout the document.

Hearing no call for discussion, the chair put the question on the motion to amend. The motion carried.

Professor Ferre, seconded by the Ad Hoc Committee, moved the following changes to section 2.1.B. 1-5:

2.1.B.1 , "Each annual review will normally cover the preceding three years." be changed to "Annual reviews shall take into consideration achievement for the current year and the preceding two years."

Professor Byers moved to amend the amendment by substituting "review year and the two years preceding it" for "current year and the preceding two years." There was no second.

Professor Hall moved to substitute "the year under review and the two years preceding it." for "the current year and the preceding two years." The motion was seconded.

Discussion included Professors Byers and Weissbach.

The motion to amend by substitution was seconded. Hearing no call for further discussion, the Chair put the question and the motion to amend the amendment carried.

The Chair then put the question on the amendment itself and it carried.

2.1.B.2.: Following sentence number 1, add "Extramural review is optional for annual review."

There was no discussion of this amendment.

2.1.B.3.: Entire item changed to: "Annual review may take into account career patterns of accomplishments as reflected in the curriculum vitae and in any submitted statement of progress."

There was no discussion of this amendment.

2.1.B.4: In sentence number 1 "the department personnel committee" is identified as the body to which each faculty member submits information for the review period. The final sentences of this section were changed to read: "The department personnel committee shall submit a performance evaluation of each faculty member to the Chair, who shall make a subsequent performance evaluation to the Dean. The Dean's performance evaluation is final."

By unanimous consent, "make" was change to "submit" in ", who shall make a subsequent.."

Discussion of this section included Professors Byers, Weissbach, and Ferre.

Professor Maloney moved and was seconded to attach ", subject to appeal under section 2.1.C.5." at the conclusion of the final sentence of the section.

Discussion included Professors Wise, Weissbach, Hall, and Covell.

Unanimous consent was given to attach this language.

2.1.B.5: The sentence one was amended by the addition of the phrase "of the performance evaluation in writing at each step of the process" following "Each faculty member will be informed.."

There was no discussion of this amendment.

Hearing no call for further discussion of any of the amendments to section 2.1.B, the chair put the question on the entire section, and it carried as amended.

Professor Ferre then presented the Ad Hoc Committee's changes to section 2.1.C.

2.1.C.1: second sentence to read "Any funds remaining from this 2 percent will be distributed to the departments as outlined in C.2."

Discussion included Professors Barnes and Pfeffer.

2.1.C.2: Professor Pfeffer moved to amend the first sentence of 2.1.C.2 by substituting "each department" for "any department." The Chair asked and was granted unanimous consent for this change.

The Ad Hoc committee moved to delete four sentences (regarding the Dean's discretionary disbursement) following sentence two of 2.1.C.2.

Hearing no call for further discussion of the amendments to 2.1.C., the Chair put the question and the motion carried.

Professor Ferre moved, seconded by the Ad Hoc Committee, that the document stipulate that the faculty member must be notified by certified mail if there is a negative decision (except when the original negative decision is made by the Provost).

2.4.C.2. Professor Ferre moved, seconded by the Ad Hoc Committee, that sentence number 3 be changed to read "If a faculty member has four or five satisfactory reviews, the department personnel committee will forward a recommendation and summary of their examination of the reviewee's record to the department Chair." (change underlined)

Professor Covell moved to insert the word "positive" before "recommendation." The motion was seconded.

The Chair put the question and the motion carried.

Professor Maloney moved to insert "positive" between "Chair's" and "recommendation" in line 7 of 2.4.C.2: " The Chair will review this material and send the summary, Personnel Committee's recommendation, and the Chair's recommendation to the College Personnel Committee." The motion was seconded.

The Chair put the question and the motion carried.

Hearing no call for further discussion, the Chair put the question on the document as revised, and the motion carried.

The meeting was adjourned at 4:12.
