Re: Tuition recovery

Preamble:
The College of Arts of Sciences is at the heart of the teaching mission of the University and provides instruction at all levels from remedial to graduate courses. As such, the College of A&S generates the lion’s share of tuition revenue to the institution. In contrast, this contribution to the institutional revenue is not reflected in accountable allocations to the college through recovery of tuition and enrollment appropriations. The College budget is too much invested in fixed costs as approximately 90% of the budget is fixed in personnel costs. It cannot be that units other than the College of Arts & Sciences recover tuition that paid for instruction and mentoring provided up to 60% by our College. It is time to adjust to reality, either by adjusting the accounting to the real structure of the tuition generating structures or by adjusting these structures to the present accounting system.
Proposal for action:
The A&S Planning and Budget Committee advocates:
The immediate initiation of negotiations with Central Administration and the setting of policies aimed at a significantly higher recovery of tuition funds to be used exclusively for the support of the teaching mission of our college.
