The Chair called the Assembly to order at 3:10.

Discussion continued of section 2.2.I.11. Procedures for Reviews and Evaluations for Tenure and Promotion.

The Chair recognized Professor Byers who moved to amend line 4 of 2.2.I.11 by substituting "during the academic year in which that review takes place" for "that review period."

The motion was seconded.

Hearing no call for discussion, the Chair put the question to amend by substitution, and the motion carried.

The Chair recognized Professor Pfeffer who moved to amend 2.2.I.12 by adding the following at the end of paragraph 1: "Upon request of the faculty member under review, the faculty member's file will be made available to the chairperson of the second department, and the chairperson of the second department shall write a letter of recommendation based on the reviewee's participation in that department. This letter shall be placed in the triptych prior to the review of the case by the chair of the department of the principal appointment." The motion was seconded.

Discussion included Professors Pfeffer, Ferre, Byers, and Dakan.

Hearing no call for further discussion, the Chair put the question and the motion carried.

Discussion of section 2.3. Promotion in Rank included Professor Byers.

Discussion of section 2.4.A. Periodic Career Review included Professors Ziegler and Ferre.

Professor Cumbler moved to strike "and must conform to fair and reasonable standards for performance" from 2.4.D.3, line 3. The motion failed for lack of a second.

Professor Byers asked to return to section 2.4 and moved to add "including results of student evaluations of all courses taught at U of L during the review period" at the end of paragraph 1.

The motion was seconded.

Discussion included Professors Ferre, Weissbach, Byers, and Covell.

Professor Byers sought and was granted unanimous consent to withdraw the motion.

The Chair recognized Professor Ferre, who explained the changes between the present policy and Article 3. Conditions of Faculty Employment.

Discussion included Professors Lee, Ferre, Dakan, Molfese, Weissbach, and Hall.

Professor Hall moved to strike sentence 3, paragraph 4 of Section 3.1.A. The motion was seconded.

Discussion included Professors Hall, Cumbler, Ferre, Lee, Weissbach, Pfeffer, Dakan, Covell, Maloney, and Mackey.

Hearing no call for further discussion, the Chair put the question and the motion failed.

The Chair recognized Professor Byers who moved to amend 3.1.A, paragraph 4, line 8, by the addition of "at least" before "ten percent of annual effort."

The motion was seconded.

Hearing no call for discussion, the Chair put the question and the motion carried.

Professor Cumbler moved to strike "Deviations from this standard require justification acceptable to the Dean" in 3.1.A, paragraph 3. The motion was seconded.

Hearing no call for discussion, the Chair put the question on the motion to amend by striking and stated that the "ayes" appeared to have it.

A division of the house was called. The motion carried with 30 in favor and 20 opposed.

The Chair recognized Professor Maloney who moved to strike paragraph 3 of 3.1.A. The motion failed for lack of a second.

Continuing discussion of Article 3.1.A. Annual Work Plan and Presence at the University included Professors Ferre, Wise, Maloney, and Weissbach.

Professor Weissbach moved to amend Article 3.1.A, paragraph 3, by changing "standard" to "basis," so that the paragraph would read "The annual work plan provides the basis for evaluation of performance."

The motion was seconded.

Discussion included Professors Hall and Schwartz.

Hearing no call for further discussion, the Chair put the question and the motion carried.

Continuing discussion of Article 3.1.A included Professors Riedel, Kolers, and Maloney.

Professor Maloney moved to replace the period [.] following sentence 6 of paragraph 4 of 3.1.A with a semi-colon, so that the sentence would read: "Normally, a three credit hour course requires at least ten percent of annual effort; this standard shall be the basis for the allocation of effort for all activities."

The motion was seconded.

Hearing no call for discussion, the Chair put the question and the motion carried.

Discussion of Article 3.1.B included Professor Ferre.

Discussion of Article 3.2. Compensation included Professors Ziegler, Weissbach, Pfeffer, Willihnganz, and Byers.

Noting that the time appointed for the end of the meeting had passed, Professor Maloney moved that the Assembly recess. The motion was seconded and carried.
