Professional Licensure Overview
Professional licensure refers to an official process, usually administered at the state level, that is required by law for an individual to practice a specific profession. Licensure may require formal postsecondary education, passage of a licensure examination, and/or completion of qualifying work experience. All of the University of Louisville’s programs designed to lead to professional licensure meet the educational requirements for licensure in the state of Kentucky. Federal regulations prohibit institutions from enrolling students in a program designed to lead to licensure unless the program meets educational requirements for licensure:
- in the state where the student is located at the time of initial enrollment in the program, OR
- in the state where a student attests that they intend to seek employment.
UofL Licensure Program Updates
The University of Louisville makes every effort to ensure information about educational requirements for programs is current; however, licensure regulations are frequently revised. Licensure information is reviewed and updated on this site in the fall term (typically between September and November) each year. Changes in state requirements after the review period could impact the University of Louisville’s determination of whether the program meets educational requirements in a particular state. Students should check with their state licensure board to confirm licensure requirements. Separate from educational requirements, state licensure boards may require applicants to complete professional examinations, background checks, years of professional experience, specific topical trainings, etc. There may be different paths to earning a license available depending on the program you choose.
Relocating to Another State
Prospective and current students should keep in mind that because licensing and authorization requirements vary by state, relocating during the course of a program to another state could impact whether a student meets eligibility requirements. Students should notify their program advisor and check authorization and licensure eligibility requirements if they relocate to another state during the course of a program designed to lead to professional licensure.

Professional Licensure Information:
This program prepares students for certification with the American Institute of Certified Planners (AICP). The American Institute of Certified Planners provides the only nationwide, independent verification of planners' qualifications. Certified planners pledge to uphold high standards of practice, ethics, and professional conduct, and to keep their skills sharp and up to date by continuously pursuing advanced professional education.

Professional Licensure Information:
The Examination for Professional Practice in Psychology (EPPP) is developed and owned by the Association of State and Provincial Psychology Boards (ASPPB). The EPPP is provided to state and provincial boards of psychology to assist them in their evaluation of the qualifications of applicants for licensure and certification. This standardized knowledge-based examination is constructed by ASPPB with the assistance of its test vendor, Pearson VUE. The EPPP is only one part of the evaluation procedures used by state and provincial boards to determine candidates’ readiness to practice the profession of psychology. Most boards supplement the EPPP with other requirements and/or assessment procedures. The EPPP is intended to evaluate the knowledge that the most recent practice analysis has determined as foundational to the competent practice of psychology. Most candidates taking the EPPP have obtained a doctoral degree in psychology, a year of pre-doctoral supervised experience and appropriate postdoctoral experience.

Designed for recent graduates and working professionals, this degree offers a convenient evening class schedule (with an additional Becker CPA Review program meeting scheduled evenings or on Saturdays).

BS in Dental Hygiene

The Bachelor of Science in Dental Hygiene program is broken into distinct academic plan codes for lower and upper division requirements. Incoming students complete the lower division preparatory coursework requirements on the main Belknap campus and then apply for competitive admission to the Dental Hygiene upper division program, which is housed in the School of Dentistry on the Health Sciences Center Campus. Completion of the lower division program does not guarantee admission to the upper division program. The lower division program does not prepare students for licensure as a dental hygienist. The upper division program is considered a licensure program designed to meet educational requirements for licensure as a dental hygienist. Upon acceptance, enrollment in the upper division program’s academic plan code is considered the first term of enrollment in the licensure program under the Program Participation Agreement for Title IV federal financial aid eligible programs of the Higher Education Act (CFR § 668.14 (b)(32)).
License / Certification Exam:
In partial fulfillment of state licensure requirements, candidates must successfully complete the National Board Dental Hygiene Examination in addition to one of the Regional Clinical Licensure Exams: Commission on Dental Competency Assessments-Western Regional Examining Board/American Board of Dental Examiners/Council of Interstate Testing Agencies (CDCA-WREB/ADEX/CITA) or Southern Regional Testing Agency (SRTA). Currently, all United States licensing jurisdictions recognize the National Board Dental Hygiene Examination results; these jurisdictions include all 50 states, the District of Columbia, Puerto Rico, Guam, and the US Virgin Islands

Integrated National Board Dental Examination (INBDE) is a written exam that assists dental boards in determining the qualifications of individuals who seek licensure to practice dentistry. The Integrated National Board Dental Examination (INBDE) is a written test component for state board licensure in all U.S. licensing jurisdictions, including the 50 states, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands of the United States. Professional Licensure Information:
Integrated National Board Dental Examination (INBDE) is a written, cognitive examination for dental licensure. The exam was developed to integrate content from the biomedical, behavioral, and clinical sciences. It emphasizes the decision-making process relevant to the safe practice of dentistry and is designed to assist state boards of dentistry to determine the qualifications of candidates for dental licensure. Passing the INBDE is a requirement for dental licensure by all state licensing boards in the United States and it fulfills the written examination requirement for licensure. The B.S. in Elementary Education is designed to fulfill the requirements for Kentucky certification grades P-5, which includes Kindergarten. Elementary Education teachers are responsible for teaching a variety of subjects. Therefore, teacher education candidates must be able to demonstrate proficiency in the general areas of English, Mathematics, Science, and Social Sciences as well as the Arts and Humanities. BS in Exercise Physiology, Track in Physical and Health Education
Other tracks in the BS in Exercise Physiology program may prepare students to sit for examinations to qualify for certifications offered by private organizations including the American College of Sports Medicine, the National Strength & Conditioning Association, and the Collegiate Strength and Conditioning Coaches Association. These certifications are sometimes preferred or required for employment in specific settings (e.g., hospitals, college campuses) within the field. However, other tracks in the program (Allied Health Therapies, Human Performance) are not designed to prepare students for any professional licensure issued by any US state or other jurisdiction. Only the Track in Physical and Health Education is designed to prepare students for professional licensure as detailed below.

The special education licensure program provides a strong foundation in general education content, special education theory and methods, and teaching experience. Through the LBD program, teachers increase their knowledge and expertise in teaching students with Behavior Disorders, Learning Disabilities, Mild Mental Disabilities and Orthopedic Impairments at all grade levels from kindergarten through high school. Through the MSD program, teachers increase their knowledge and expertise in teaching students with moderate and intellectual disability, autism, multiple disabilities, or other health impairments at all grade levels from kindergarten through high school.

The University of Louisville's M.Ed. in Special Education with a concentration in Applied Behavior Analysis degree program’s Intensive Practicum Option prepares students to address the behavioral challenges and needs of their community through a comprehensive curriculum spanning the philosophical, experimental, and applied domains that inform a natural science of behavior. Students in this option complete a course sequence aligned with the Behavior Analyst Certification Board (BACB) Pathway 2 requirements for eligibility to sit for the Board Certified Behavior Analyst (BCBA) examination. In addition to coursework, students must complete 2,000 hours of supervised field experience to be eligible to qualify for the exam. With careful planning, it is possible to complete the 2,000 hours during the program; however, many students choose to finish part of their supervised field experience hours after earning their degree. Prospective students should note that eligibility to take the BCBA certification exam requires completion of both the coursework and all 2,000 supervised hours.

Professional Licensure Information:
The Department of Counseling and Human Development offers a Master of Education (M.Ed.) in Counseling and Personnel Services (CPS) with a concentration in Clinical Mental Health Counseling. A graduate of the program can apply to the Kentucky Board of Licensed Professional Counselors to have their credentials evaluated to become a Licensed Professional Counselor Associate (LPCA). Passing the National Counselor Examination (NCE) after graduation is required in order to apply for full licensure as a Licensed Professional Clinical Counselor (LPCC). The National Certified Counselor (NCC) Certification is an additional and optional credential that does not, on its own, allow an individual to practice.

Professional Licensure Information:
After receiving an MSW/MSSW from a school accredited by the Council on Social Work Education (CSWE), you will be eligible to apply for a master's level licensure through the social work board in your state or jurisdiction. The master level exam administered by the Association of Social Work Boards (ASWB) requires completion of an MSW/MSSW degree from a Council on Social Work Education (CSWE) accredited program. Individuals who pass the master’s exam are eligible for social worker licensure at the master’s level as determined by their state or jurisdiction.
For example, in the state of Kentucky, the master’s exam leads to eligibility to become a Certified Social Worker (CSW).
Clinical Licensure Information:
Clinical licensure requires an MSW/MSSW degree from a CSWE accredited program plus approximately two years (or commensurate experience as defined by the jurisdiction) of clinical experience in a clinical setting under the supervision of a clinically licensed supervisor. The clinical level exam is administered by the Association of Social Work Boards (ASWB).
In the state of Kentucky, successful completion of the clinical hours under supervision and the exam leads to becoming eligible for licensure as a Licensed Clinical Social Worker (LCSW). UofL’s Master of Science in Social Work (MSSW) program is designed to prepare students to meet the educational requirements for a master-level license in social work. While licenses vary from state to state, many US states and territories have different levels of social work licensure available. After receiving an MSW/MSSW from a school accredited by the Council on Social Work Education (CSWE), you will be eligible to apply for licensure through the social work board in your state or jurisdiction. After applying for licensure, receiving approval from the Board, and passing the Master’s exam, you will become a licensed social worker.
Typically, a Licensed Master Social Worker (LMSW) is the first master’s level license a student who completes a master-level program can earn without post-graduate hours. In contrast, a Licensed Clinical Social Work (LCSW) license typically requires two years (or commensurate experience as defined by the state or territory) of post-graduate experience in clinical settings under the supervision of an LCSW, in addition to the master’s degree in social work. While our program may be able to offer placement in clinical social work practice settings for some of the practicum requirements, UofL’s MSSW program was not designed to prepare students for licensure as a Licensed Clinical Social Worker (LCSW) immediately upon graduation in any US state or other jurisdiction.

The Graduate Certificate in Real Estate Development program offered by the College of Arts & Sciences is designed to introduce students to the real estate development industry. The program was not designed to prepare students to take the Real Estate Sales Associate national or state exam administered by PSI Services or to earn a real estate sales license in any US state or other jurisdiction. However, completing 6 credit hours of real estate coursework in the program curriculum would qualify students to meet the education requirement for a real estate sales associate license exam in Kentucky.
The Bachelor of Science in Business Administration (BSBA) in Accountancy program is not designed to meet the educational requirements for licensure as a Certified Public Accountant (CPA) in any U.S. state or territory, since most U.S. states and territories require 150 credit hours for licensure as a CPA . Students who complete this program will be eligible to sit for the CPA examination in the State of Kentucky and may pursue CPA licensure after completing the additional credits required to reach the 150 credit hour minimum required to apply for licensure, the program will not lead directly to licensure on its own.
The Undergraduate Certificate in Accounting is not designed to meet the educational requirements for licensure as a Certified Public Accountant (CPA) in any U.S. state or territory, since most U.S. states and territories require 150 credit hours for licensure as a CPA . Students who complete this program will be eligible to sit for the CPA examination in the State of Kentucky and may pursue CPA licensure after completing the additional credits required to reach the 150 credit hour minimum required to apply for licensure, the program will not lead directly to licensure on its own.
The graduate certificate in Applied Behavior Analysis requires students to complete a verified course sequence (VCS) for the Behavior Analyst Certification Board (BACB) Certification Exam, allowing them to meet the educational requirements for board certification. However, the graduate certificate does not require or include practicum hours for field experience. In addition to coursework requirements, students must complete 2,000 hours of supervised field experience to be eligible to take the exam. To earn licensure as a Board Certified Behavior Analyst (BCBA), students will complete all the required supervised field experience hours on their own outside of the program after earning the certificate. Candidates are strongly recommended to review and follow the BCBA Fieldwork Standards. It is important for prospective students to understand that they will not be eligible to sit for the BCBA exam until they have completed all requirements, including 2,000 hours of supervised fieldwork. Because the supervised fieldwork hours are not completed during the program, the graduate certificate in Applied Behavior Analysis at University of Louisville is not designed to prepare students for licensure immediately upon program completion in any US state or other jurisdiction.
The Master of Education (MED) Special Education – concentration in Applied Behavior Analysis program’s traditional option requires students to complete a verified course sequence (VCS) for the Behavior Analyst Certification Board (BACB) Certification Exam, allowing them to meet the educational requirements for board certification. The MS in Exercise Physiology program offered by the College of Education & Human Development prepares students to sit for examinations to qualify for certifications offered by private organizations including the American College of Sports Medicine, the National Strength & Conditioning Association, and the Collegiate Strength and Conditioning Coaches Association. These certifications are sometimes preferred or required for employment in specific settings (e.g., hospitals, college campuses) within the exercise physiology field. However, the program is not designed to prepare students for any professional licensure issued by any US state or other jurisdiction.
The BS in Health and Human Performance program is not currently accepting applications for admission and is closed to new enrollments. Students interested in this option are encouraged to consider applying to the Bachelor of Science in Exercise Physiology, Track in Physical and Health Education (grades P-12).
The JB Speed School of Engineering offers a variety of ABET accredited Engineering programs. Students who graduate from these programs are authorized to sit for the Fundamentals of Engineering (FE) exam, and are encouraged to do so. Completion of the FE Exam is not required for any of the Engineering School's degree programs. The FE Exam is a multiple-choice test, administered by the National Council of Examiners for Engineering and Surveying (NCEES). Passing the FE exam is the first step to becoming licensed as a Professional Engineer. Engineers who have successfully passed the FE exam are considered 'Engineers in Training (EIT)'. Once an EIT has accumulated four years of acceptable work experience in their field of engineering, they are then able to sit for the Principles and Practice of Engineering (PE) exam, in order to become a professionally licensed engineer. The PE exams go beyond testing academic knowledge and require knowledge gained in engineering practice. The requirement to accumulate work experience before taking a PE exam means that the program is not designed to prepare students for immediate licensure.
The University of Louisville’s RN to Bachelor of Science in Nursing online program is designed for registered nurses who have already earned an associate degree in nursing (ADN) or a nursing diploma. The RN to Bachelor of Science in Nursing online program is a post-licensure program and does not lead to any advanced type of professional certification or licensure in any U.S. state, territory, jurisdiction or location.
