FY21 Defense Established Program To Stimulate Competitive Research (DEPSCoR) – Capacity Building (CB)

Brief Synopsis from Sponsor: Consistent with these long-term objectives of building research infrastructure, the DoD intends to competitively make, and fund from fiscal year 2021 appropriations, multiyear awards for capacity building in IHEs with research areas relevant to the DoD’s mission and which are important to national security. This funding opportunity aims to support the strategic objectives of IHEs (either individually or in partnership with others) in DEPSCoR States/Territories to achieve basic research excellence in areas of high relevance to the DoD.

Sponsor Funding: The Basic Research Office anticipates approximately $1 million in total funding will be made available for this program to fully fund at award one grant up to $1 million (total cost). The award will be funded up to $500,000 (total cost) per year for two (2) years.

Be aware: Applicant institutions are limited to no more than one application under this FOA. In addition, the formal PI must be the institution’s EVPRI. Anyone interested in submitting for this program must first submit an internal application to , with copy to the applicable research dean, by 5 p.m. on the date listed above, including the following materials:

  • A summary of the proposal (maximum two pages, in the style of the solicitation’s required white paper);
  • A paragraph describing why you would be the most competitive candidate to lead this effort on behalf of the EVPRI for this program;
  • Your current curriculum vitae;
  • A cover page that contains:
    • The name of this funding opportunity and title of your proposal;
    • Your name, position, and UofL office contact information;
    • Collaborator names, positions, and institutions (if applicable):
    • DoD area of research interest.

Reviewers will judge proposals as they would in any peer review process, so PIs are urged to put forward competitive internal proposals. Along with typical criteria, reviewers will evaluate internal proposals based on their fit with the sponsor’s articulated goals and criteria as well as the UofL strategic goals.
