About the Office of Sponsored Programs Administration (OSPA)

The Office of Sponsored Programs Administration (OSPA) under the Office of the Executive Vice President for Research and Innovation is UofL’s central hub for the administration of all externally sponsored activities, including research, training/instruction, and service projects funded by governmental entities, private non-profit organizations, and for-profit/industry sponsors. OSPA serves as a strategic partner to the UofL research community by supporting and facilitating the development, sustainability, and growth of external funding for research programs across the University. OSPA plays an essential role in supporting the University’s status as a Carnegie Research 1 (Very High Research Activity) university and supports the University’s commitment to becoming the nation’s premier metropolitan research university through the promotion of institutional stewardship.

As a fully integrated support organization, OSPA fosters a culture of research and innovation, using a customer centric and service-oriented approach, and promotes the efficient and effective administration of sponsored programs. OSPA support services include proposal review, institutional approval and submission to external sponsors, contract review and negotiation (financial and non-financial agreements), award administration and management, and sound financial oversight and accounting services. OSPA also oversees compliance programming for sponsored activities to ensure that these programs are managed in alignment with the requirements of external sponsors and administers information systems that drive efficiency throughout the research enterprise.

The OSPA is staffed by ≈40 full-time employees from varied, yet synergistic backgrounds, including academic researchers, attorneys, business administrators, and accounting professionals.  This diverse team delivers unmatched knowledge and expertise in the field of research administration and is committed to supporting the continued growth of UofL’s research community. In fiscal year 2020, OSPA handled 1141 proposal and project submissions, administered 882 competitive awards totaling over $169M (including over $7.8M in clinical trials), and collected over $145M in externally sponsored revenue (including over $28M in indirect costs). In addition, OSPA facilitated the execution of 219 nonfinancial research support agreements, helping to advance faculty research programs across all three UofL campuses.
