Scott W. Brinkman, Secretary

Scott Brinkman most recently served as the Secretary of the Executive Cabinet in Governor Bevin’s administration. In this capacity, he oversaw the various Cabinets and was responsible for implementing the Governor’s policies and programs.

Mr. Brinkman represented the 32nd legislative district in eastern Jefferson County in the Kentucky House of Representatives from 2001-2010. He was a member of the Health and Welfare Committee during his entire tenure in the House of Representatives as well as a member of the Appropriations and Revenue Committee during his last eight years as a state representative.

Before his appointment as the Secretary of the Executive Cabinet, Scott practiced law in Louisville for 35 years, most recently with the firm Stoll Keenon Ogdon, specializing in corporate, real estate and public finance law during his legal career. He has also been involved in a number of civic and charitable activities including having served as the Chair of the Kentucky Commission on Autism Spectrum Disorders. He currently serves on the Board of the Applied Behavior Analyst Licensure Board as well as the Board of the Waterfront Development Corporation.

Scott is a 1977 graduate of the University of Notre Dame and a 1980 graduate of the University of Cincinnati College of Law. He and his wife Donna reside in Louisville. They have three children.

Randall J. Bufford

Randall J. Bufford is the founder and former president and CEO of Trilogy Health Services, LLC, which operates over 100 senior living communities throughout Kentucky, Indiana, Ohio, and Michigan. Randy currently serves as Chairman of the Board of Directors at Trilogy, and he has over 30 years of experience in the healthcare industry, mainly in healthcare and hospitality services for the elderly.

Randy has a proven track record of growing values based organizations that achieve peer best results for customers, employees, and investors. His success is best illustrated by the announcement of Trilogy's purchase by Griffin-American Healthcare REIT III, Inc. and NorthStar Healthcare Income, Inc. This joint venture has gained national attention due to the fact it is the first of its kind organized under RIDEA (REIT Investment Diversification and Empowerment Act of 2007) to include a skilled nursing component.

Randy is a proud graduate of UofL where he obtained a Bachelor of Science degree in Commerce/Accounting. He is a staunch supporter of the university's School of Nursing and has served on the Alumni Board for many years, as well as being a member of the L Club. In 2015, Randy was inducted into the University's College of Business Entrepreneurship Hall of Fame.

Randy served as head manager of UofL's 1980 national championship winning men's basketball team.

Raymond Burse, Vice Chair

Dr. Raymond Burse most recently served as President of Kentucky State University from August 2014 until May 2016. He served as Vice President and General Counsel for GE Appliances and Lighting from May 2002 until August 2012, and as President of Kentucky State University from July 1982 to April 1989. Dr. Burse has a long and impressive record of achievement in academics, athletics, and community service.

The youngest of twelve children, he was born on June 8, 1951, in Hopkinsville, KY. After graduating tenth in a class of 325 students from Christian County High School, Dr. Burse declined several football scholarships and elected to attend Kentucky's Centre College in Danville, KY, where he majored in chemistry and mathematics. At Centre College, he was a member of the American Chemical Society and the Black-White Coalition. He also served as vice president of Omicron Delta Kappa and founder and three-year president of the Black Student Union. Active in student government, Dr. Burse served as an advisor to the President of Centre College and as treasurer of the "C" Club.

At the end of his college career, Dr. Burse's achievements were recognized by three distinct honors: he was named to Who's Who in American Colleges and Universities; he won the Fred M. Vinson Honor Award; and earned the coveted Rhodes Scholarship. Dr. Burse spent two years at Oxford University, England, where he majored in organic chemistry and participated in basketball, track, crew, and rugby. He earned three "Blues," one in rugby, becoming the first black American and only the sixth American to achieve such distinction.

In 1975, Dr. Burse returned to the United States to attend Harvard Law School. He is the recipient of the John W. Davis Award from the NAACP Legal Defense and Educational Fund. After receiving his Juris Doctorate, he returned to Kentucky to practice with Wyatt, Grafton & Sloss, now Wyatt, Tarrant & Combs, Attorneys-at-Law, prior to his first tenure as President of Kentucky State University.

Dr. Burse and his wife, Kim, currently reside in Prospect, KY. He has three sons, Raymond Jr., Justin, and Eric.

John E. Chilton

John E. Chilton most recently served as State Budget Director for the Commonwealth of Kentucky. He served as the Chair of the Kentucky Retirement Systems (KRS) Audit Committee and a member of the KRS Actuarial Subcommittee.

John has more than 40 years of experience as a Certified Public Accountant (CPA) serving large and small private businesses. He is co-founder of Mountjoy Chilton Medley LLP, a regional accounting firm with nearly 300 professionals in Louisville, Lexington, Cincinnati, Indianapolis, and Jeffersonville, Indiana. His focus has been on domestic and international income and other taxes, and also on business valuation, business acquisition, disposition and reorganization.

Mr. Chilton graduated from the University of Tennessee with a Bachelor of Science degree in Accounting with a concentration in Management Science. His credentials include Certified Public Accountant, Accredited in Business Valuation (ABV), and Certified Valuation Analyst (CVA).

John served a number of professional and community organizations including American Institute of Certified Public Accountants, Kentucky Society of Certified Public Accountants, and Leadership Kentucky and Prodigal Ministries Inc.

Sabrina Collins (Student Constituency Representative)

Sabrina Collins is the Student Body President at the University of Louisville. She is a senior at UofL majoring in Political Science with a track in Law and Public Policy and a minor in Women’s Gender and Sexuality Studies. Collins is also a Grawemeyer Scholar participating in undergraduate research on the intersection of gender and politics. She serves as the Academic Excellence Director for Kappa Delta Sorority, and is an Honors Scholar.

Sabrina had been involved in the Student Government Organization since her freshman year in 2017. She served as a student Senator for the College of Arts and Sciences and, most recently, the SGA Academic Vice President.

After graduation, Sabrina plans to pursue a career in education policy.

Alfonso Cornish

Alfonso N. Cornish is Chief Learning Officer for Closing the Gap Consulting, LLC and Culture Docs. Both organizations work to assist organizations in creating healthy workplace cultures.

Mr. Cornish is the former System Vice President, Learning and Organizational Development/Chief Learning Officer for Norton Healthcare. He was responsible for the leadership of Norton University. Norton University is responsible for the staff, physician, leadership and executive development programs as well as e-learning offerings. In addition, he was responsible for media services and diversity and inclusion.

Mr. Cornish has over forty years’ experience in administrative, training, human resource and operations management. He has been in senior leadership roles in some of the most well-known companies in America including AMF Bowling Worldwide, Inc., Central Parking Systems Inc., 7-Eleven Food Stores, Inc. and Hardee’s Food Systems. Prior to joining Norton Healthcare, he served as Deputy Chief Administrative Officer for Prince George’s County, Maryland.

A graduate of Cambridge Senior High School in Maryland, Mr. Cornish is a Cum Laude graduate of the University of Maryland and holds a Master of Science in Human Resource Management (Summa Cum Laude) from Lacrosse University.

An active participant in his community, Mr. Cornish holds membership in several professional and social organizations, including the Omega Psi Phi Fraternity, Inc. (Theta Omega Chapter); Life Member, Omega Psi Phi Fraternity, Inc.; Louisville, Kentucky Branch of the National Association for the Advancement of Colored People (NAACP); Rainbow/PUSH Coalition; Association for Talent Development; Associate Member, Leadership Louisville; and University of Maryland and Lacrosse University’s National Alumni Associations.

He serves on numerous boards including the Bates Community Development Corporation; Campbellsville University Louisville Campus; Dare to Care Food Bank; Family Scholar House; The Healing Place; Kentucky Derby Festival; Louisville Urban League Guild; Prichard Committee for Academic Excellence; Simmons College of Kentucky; Spalding University; University of Louisville Healthcare Leadership; University System of Maryland Foundation and Volunteers of America (National).

Mr. Cornish is married to Dr. Yvonne D. Austin. He has a son, Alfonso II (and his family, one child) who resides in Minneapolis, MN; a step son, Kenneth Austin (and his family - wife and two children) who resides in Raleigh, NC and one step daughter, Victorea Sampson (and her family - husband and one child) who reside in Orlando, FL.

Sandra Frazier

Sandra Frazier has over 20 years of public relations and community relations/investor relations experience at both the corporate, not-for-profit and agency levels. In 2005, she founded Tandem Public Relations, a boutique public relations, communications and marketing firm. Tandem’s clients include Fortune 500 corporations, non-profit organizations, public institutions, small businesses, and public affairs campaigns.

Sandra serves as a director of Brown-Forman Corporation, and the Glenview Trust Company. She served on the Louisville and Southern Indiana Bridges Authority, where she served as secretary and member of the Authority’s executive committee.

She serves on the boards of 21st Century Parks, Greater Louisville, Inc., The Kentucky Center, Leadership Louisville, and the Louisville Zoo. She served as a co-chair of the 21st Century Parks Capital Campaign, and as the co-chair of the Louisville Zoo’s Glacier Run capital campaign, which successfully raised over $25 million for the organization.

Sandra has significant experience in higher education governance currently serving as a trustee for Hollins College and Boston University. Additionally, she has served on the Boston University Board of Overseers, as well as on the Dean’s Advisory Board of the Boston University College of Communication.

She is a past participant in the year-long Rockefeller Foundation Philanthropy Workshop and Next Generation Leadership Program, and previously served as a board member of Actors Theatre, Downtown Development Corporation, The Nature Conservancy (Kentucky Chapter), The Library Foundation, the Muhammad Ali Center, and the Hollins College Alumnae Board.

She is a past recipient of the Silver Anchor Award by the Friends of the Louisville Waterfront and a recipient of the Tower Award for Service by Presentation Academy. In 2010, she was honored by Boston University’s College of Communication as a distinguished alumnus for service and leadership to profession; and in 2011, she was the recipient of the Lyman T. Johnson Distinguished Leadership Award from the Louisville Central Community Center for her community leadership.

A native of Louisville, Sandra has a master’s degree from Boston University, and a bachelor’s degree from Hollins College.

Diane Medley, Treasurer

Diane Medley is the Managing Partner and Co-Founder of MCM CPAs & Advisors. Her client service practice focuses on management advisory services, business valuation, litigation support and individual and corporate tax. Diane has been practicing public accounting for over 30 years and she is a member of the firm’s Executive Committee. Ms. Medley has led MCM through several mergers and acquisitions, making the company the largest CPA firm in the region with more than 300 employees across five locations, including offices in Lexington, Jeffersonville, Ind., Cincinnati, and headquarters in Louisville.

As Managing Partner and Co-Founder, Ms. Medley was the first woman in the region to have this leadership position within a major firm, and is currently one of only three female Managing Partners in the Top 100 firms in the U.S.

Ms. Medley’s corporate board experience includes serving on the board of Brinly-Hardy, a private, multi-generational family company based in Southern Indiana. Ms. Medley is also actively involved in the local community, serving as Immediate Past Chair of Greater Louisville Inc. - the Metro Chamber of Commerce; Vice Chair of the Hardin Memorial Hospital Foundation; Treasurer and Board Member of One Southern Indiana, member of the University of Louisville Entrepreneurship Council; Board Member of Nucleus, a regional leader in business incubation for entrepreneurs engaged in innovation and research; Louisville Steering Committee Member of 2020 Women on Boards; Membership Chair of the Louisville Women President’s Organization; Member of the Louisville Chapter of the International Women’s Forum; and member of the American Institute of CPAs, the Kentucky Society of Certified Public Accountants, National Association of Women Business Owners - Louisville Chapter, and the National Association of Certified Valuation Analysts.

Ms. Medley earned a Bachelor’s degree from the University of Louisville where she was also named Valedictorian of her class and Outstanding Senior in accounting. She is married with four children and five grandchildren and resides near Louisville, Kentucky.

Mary R. Nixon, Chair

Mary R. Nixon is a life-long Kentuckian, born and raised in Lexington. Following graduation from Western Kentucky University, Mrs. Nixon moved to Louisville where she has lived and worked ever since. She is committed to public service and passionate about higher education, having served on the Western Kentucky University’s Board of Advisors, endowed an Accounting Professorship at her alma mater, and having volunteered her time on various local educational projects.

Upon graduation from WKU, Mrs. Nixon spent 9 years at Ernst & Young's Louisville office doing audit and tax work for financial institutions, health care, and manufacturing clients. She joined PNC Bank as the Corporate Tax Manager in 1986, and worked in various finance roles until becoming the Controller for the Kentucky/Indiana PNC operations in 1991.

In 1996, Mary joined KFC, later Yum! Brands, as Controller and since that time served as the Vice President of Shared Services, USA Controller, Vice President of Internal Audit, and Vice President of Tax and Internal Audit. She retired in 2017.

Professionally Mary has served as the Chairman of the Kentucky State Board of Accountancy, member of the Board of Caritas Health Services, and on committees of the Kentucky Economic Development Commission, Kentucky Commission on Tax Policy, and the Governor's Economic Roundtable.

Her community activities have included service with the Metro United Way de Tocqueville Society, Louisville Ballet, Junior Achievement, Leadership Louisville, Cystic Fibrosis Foundation, Home of the Innocents, Kentucky Derby Host program, and other volunteer activities. Mrs. Nixon has supported Western Kentucky University as Co-Chair of its $102 million capital campaign, and currently serves on the University of Louisville Foundation Board of Directors, Kentucky Center for the Arts Board of Directors, 21st Century Parks Board of Directors and Evolve502 Board of Directors (Board Chair).

Mary believes that the University of Louisville is a vital asset to the Louisville community and is excited at the prospect of it becoming a premier, nationally recognized metropolitan research university.

James Rogers is an alumnus of the University of Louisville, holding a B.S. in Business Administration. He is the retired former executive vice president and chief operating officer of Louisville-based investment firm J.J.B. Hilliard, W.L. Lyons Inc., as well as investment advisor of The RBB Fund, Inc. and the Senbanc Fund.

David Schultz (Faculty Constituency Representative)

Dr. David Schultz is an associate professor of Biology at UofL. David is originally from Pittsburgh, Pennsylvania. He earned his B.S. degree in Horticulture from the Pennsylvania State University, his M.S. degree in Plant and Soil Science from the University of Delaware and his Ph.D. in Genetics from the Pennsylvania State University. David went on to do his post-doctoral training in Plant Lipid Biochemistry at Michigan State University before joining the faculty at the University of Louisville in 2001.

David’s primary teaching focus at the University of Louisville has been Cellular and Molecular Biology, Intermediary Metabolism and Medicinal Plant Biochemistry and his research expertise is in Plant Biochemistry which his lab applies to investigating specialized plant metabolites with therapeutic applications (treatment of breast cancer) and plant lipids that can be used as renewable petroleum replacement products.

John D. Smith (Staff Constituency Representative)

John Smith is the assistant director of Intramural and Recreational Sports and the staff-elected representative to the Board of Trustees. Mr. Smith received his BS in Recreation Administration from Eastern Kentucky University in 1979 and MS in Recreation Administration from Eastern Kentucky University in 1980. John is a National Federation Football official who was selected to work the 2000 Kentucky State Championship game. He is also a NCAA Volleyball official, serves as Supervisor of Officials for Fast Pitch Softball and Volleyball for over 40 area high schools. In 1995 John received the Most Outstanding Volleyball Official award from the Kentucky High School Athletic Association. In 2006 he received the Outstanding Sports Supervisor award from the the same KHSAA. John is a certified instructor in Heartsaver CPR, AED Use and First Aid as well as Basic Life Supprt for Health Professionals for the American Heart Association. Prior to coming to UofL in 1987 John was the Assistant Director of Athletics for the Lexington Fayette Urban County Government.
