State Authorization Regulations and Program Availability
Last Updated: July 25, 2023
The University of Louisville is currently authorized, licensed, registered, certified, exempt or not subject to governance to offer online programs in certain states, depending on the program. To determine whether your program of interest is available in a particular state:
- Select your program of interest from the list below to verify its authorization status and availability in your state.
- If you are located outside of the United States or a territory of the United States, please see the International Enrollments section for more details on the authorization of online programs in countries outside the U.S.
Important note for professional licensure programs: The fact that a given program may be approved to be offered in your state does not indicate or guarantee your eligibility for professional licensure or certification in that state. If you are interested in pursuing professional licensure in your state, please review the information on the Licensing Disclosures page to determine if your program of interest will meet your state’s requirements for licensure in your field.
Important note for relocating during the course of a program: Prospective and current students should keep in mind that licensing and authorization requirements vary by state and that relocating during the course of a program to another state could impact whether that student can continue in the course, meet the eligibility requirements of that state, and/or receive financial aid funding. Please contact your program to check for authorization and licensure eligibility requirements if you relocate during the course of a program.
*The University of Louisville evaluates opportunities for authorization on a continuous basis in states where it is not currently authorized. Due to a number of factors and considerations, UofL cannot guarantee that authorization will be obtained for certain programs in a certain state. Please note if UofL is not authorized in a particular state, you are taking the following risks if you enroll in that program:
- you may be unable to sit for local licensing in that state
- you may be ineligible for consumer protection in that state
- you may be ineligible for financial aid in that state
- you may not be able to complete field placements (practicum, internship, etc.) in that state. This could impact licensure or recognition of the degree to meet particular requirements in that state.
Therefore, if you decide to enroll in any of the University of Louisville’s programs from an unauthorized state, please be aware that you are taking a risk that you may not be able to complete that program or use any of the credit earned in that program should you decide to pursue licensing in that field in that state. Please note that the risks listed above are not exhaustive.

State Authorization Reciprocity Agreement (SARA)
The University of Louisville seeks to deliver all of our online programs in every state. We work through the State Authorization Reciprocity Agreement (SARA) process and with states directly to ensure that when authorization or licensure is necessary, required approvals are obtained. The University of Louisville has been approved to participate in the National Council for State Authorization Reciprocity Agreements.
SARA is a voluntary agreement that allows states and institutions to offer distance education in other participating states so long as the institution adheres to certain quality and consumer protection standards. More information on SARA can be found here. Kentucky is a member of SARA and UofL is an approved SARA institution.
While we do monitor the laws in each state, authorization of distance education is a dynamic environment and prospective students should check this site often for updates. The University of Louisville is currently authorized, licensed, registered, exempt or not subject to approval in all states, with the exceptions noted below. It is the student’s responsibility to understand current circumstances or special requirements in their state.
Though SARA authorizes the University to offer its programs in member states, it is possible that other state requirements not covered by SARA (such as requirements from state licensing boards) could necessitate the restriction of certain programs in certain states. Please note that should you choose to enroll in a restricted program in a particular state, there may be restrictions that could affect you. Examples could include:
- you may be unable to sit for local licensing in that state
- you may be ineligible for consumer protection that state
- you may not be able to complete field placements (practicum, internship, clerkship, etc.) in that state. This could affect licensure or recognition of the degree to meet particular requirements in that state.
Therefore, if you decide to enroll in any of the University of Louisville's restricted programs, or if you move during the course of your studies to a state where your program is restricted, please be aware that you are taking a risk that you may not be able to complete that program or use any of the credit earned in that program should you decide to pursue employment or licensing in that field in that state. Please note that the risks listed above are not exhaustive. Please verify with your state’s professional licensing board that your plans are not impacted by these risks.

International Enrollments
The University of Louisville works to provide global access to its online degree programs. While we track issues related to international authorization and licensure, it is the student’s responsibility to understand current circumstances or special requirements surrounding online degrees in countries outside the United States. UofL Online reviews this information on a case-by-case basis; however, many times the university cannot determine whether online delivery is permitted or whether a program meets international authorization or licensure requirements.
Each international location has its own laws regarding online education and professional licensure. Some locations have certain requirements that must be met before certain programs may be recognized. Requirements may vary by licensure area or program.
Please note the following risks and considerations before enrolling in a University of Louisville online program from a country outside the United States:
- The online degree selected may not be recognized in your country of residence and/or any country in which you intend to work. This may have implications for students who later to seek to enroll in other educational programs, or for those who seek employment requiring specific credentials;
- How the collection of student data may be used in any such country;
- Whether you will be ineligible for financial aid from your country’s government;
- Whether you will be subject to additional withholding taxes in addition to the price of tuition;
- Whether you will be able to sit for professional licensure or certification in your country;
- Whether you will be eligible for consumer protections in your country;
- Whether you will be able to complete field placements (practicum, internship, etc.) in that country. This could affect licensure or recognition of the degree to meet particular requirements in that country.
Therefore, if you decide to enroll in any of the University of Louisville's programs from a country other than the United States, or if you move to another country during the course of your studies, please be aware that you are taking a risk that you may not be able to complete that program or use any of the credit earned in that program should you decide to pursue employment or licensing in that field in that country. Please note that the risks listed above are not exhaustive.
Students considering a program leading to professional licensure should contact the licensing board in their country of residence or country in which they intend to work to determine whether the program is recognized for licensure or certification. Please verify with your country’s professional licensing board that your plans are not impacted by these risks.
*Note: Exceptions may apply for students affiliated with the U.S. military and stationed in an international location (e.g. military members, military dependents and spouses, etc).
Professional Licensure Notifications and Disclosures
Last Updated: September 7, 2023

Are you planning on pursuing professional licensure in your field? If yes, we strongly encourage you to follow the steps below before enrolling in an online program at the University of Louisville:
- Determine if your program is available in your state or territory by reviewing the State Authorization Regulations page: http://louisville.edu/online/About-Us?tab=state-auth. Students considering an academic program as a pathway to professional licensure or certification in any field should be aware that just because a given program may be approved to be offered in your state does not indicate or guarantee your eligibility for professional licensure or certification in that state.
- Carefully review the “General Notification for All Students” section below on this page. This is applicable to all students regardless of your location or program.
- Select your program of interest from the list below.
- Carefully review the educational prerequisites for your program and intended state/territory of licensure and whether our program meets those requirements for licensure. Use the contact information provided for your state licensing board to clarify or confirm any requirements.
- If questions remain after reviewing the information provided below, contact online@louisville.edu and we’ll do our best to connect you with the information you need. Although our team can provide initial guidance, it is ultimately your responsibility to continually check with the state licensing board where you intend to seek licensure to confirm all licensing requirements.
- Make sure you understand and consider the implications of the below information prior to enrolling in a program intended to lead to professional licensure.
- If you relocate or change programs, review this information again to review the information on your new program or state/territory.
- If you are located outside of the United States or a territory of the United States, please see the International Enrollments section for more details on the authorization of online programs in countries outside the U.S.
The University of Louisville has been approved to participate in the National Council for State Authorization Reciprocity Agreements.
General Notification for All Students:
The University of Louisville strongly recommends that you inquire with your applicable licensing board to determine all of the educational and other requirements for licensure, before enrolling in the program. Other requirements may include, but are not limited to, additional post-graduation examinations or experience, application and licensing fees, criminal background checks, reference checks, fingerprint submissions, etc. To inquire as to other requirements, or ask any other questions regarding licensure, please contact the licensing board in your state by clicking on the link to the agency in the disclosures below.
Change of Requirements
Please note that licensure requirements are always subject to change. While a program may originally meet the educational requirements for licensure, changes in requirements could impact the program's ability to meet any new educational requirements. Although the University of Louisville will confirm the licensure requirements on a routine basis, we strongly recommend that you inquire with the state/territory board to confirm that you understand and will meet the requirements for licensure before enrolling in your program of choice.
Impact of Relocating During Program
Please note that licensing requirements vary by state and relocating could impact whether you will meet eligibility requirements for licensure and/or remain eligible for federal financial aid. Please check with the state/territory licensing board where you desire licensure before relocating to ensure that you will be eligible for licensure or reciprocity. Also, notify your program to check for authorization and licensure eligibility requirements if you relocate during the course of a program.

Online Bachelor's Degrees
-
Bachelor of Science in Business Administration in Accountancy
- The BSBA program in the School of Accountancy provides opportunities to develop the knowledge and skills necessary for a successful career in accountancy. Offered both on-campus and online, you will learn about financial and managerial accounting, auditing, accounting information systems, taxation, and other topics in accounting. Our graduates may pursue professional certification, such as Certified Management Accountant (CMA) and Certified Internal Auditor (CIA), which are not regulated at the state level. Because most U.S. states and territories require 150 credit hours for licensure as a Certified Public Accountant, the Bachelor of Science in Business Administration in Accountancy program alone does not meet the educational requirements for licensure as a Certified Public Accountant (CPA) in any U.S. state or territory. The Bachelor of Science in Business Administration in Accountancy program requires a minimum of 120 credit hours to graduate; the required additional coursework (30 credit hours) for CPA licensure can be completed at UofL, and applicants may have the option to sit for the CPA examination while completing this additional coursework (educational requirements for CPA exam eligibility vary depending on the U.S. state or territory).
The University of Louisville strongly recommends that you inquire with your applicable licensing board to determine all of the educational and other requirements for licensure before enrolling in the program. Other requirements may include, but are not limited to, additional post-graduation examinations or experience, application and licensing fees, criminal background checks, reference checks, fingerprint submissions, etc.

Online Certificates

Certificate in Accounting
- The UofL accounting certificate program can prepare you for a career in public accounting regardless of your undergraduate major. You’ll get the skills you need to understand accounting for-profit, not-for-profit, and governmental organizations. With 6 credit hours of accounting prerequisites and 21 credit hours of accounting-focused curriculum, you will have sufficient accounting credit hours to sit for the CPA exam in Kentucky. Note: Completion of the Undergraduate Accounting Certificate only provides the accounting hours necessary to sit for the CPA exam. Because most U.S. states and territories require 150 credit hours for licensure as a Certified Public Accountant, the Undergraduate Certificate in Accounting program alone does not meet the educational requirements for licensure as a Certified Public Accountant (CPA) in any U.S. state or territory. The Undergraduate Certificate in Accounting program requires a minimum of 27 credit hours to complete; the required additional coursework for CPA licensure can be completed at UofL, and applicants may have the option to sit for the CPA examination while completing this additional coursework (educational requirements for CPA exam eligibility vary depending on the U.S. state or territory).

Important Note Regarding Reciprocity
If you are considering reciprocity as a means to obtain licensure or certification in another state, we advise you to check with that state prior to enrollment to make sure you understand the criteria for licensure by reciprocity. Every state has different criteria regarding what is required to accept an out-of-state license for reciprocity. Licensure by reciprocity may be an option, but it is not guaranteed.
Important Note Regarding Online Programs
Prior to enrollment, we advise you to check with the state where you intend to pursue licensure or certificate to check if there are any restrictions on obtaining licensure or certification with courses completed as part of an online program. Some states may require certain courses (such as practicum courses) take place face-to-face, or may require you to submit the online program curriculum for review or pre-approval prior to enrollment. Every state has standards regarding what types of programs or courses are acceptable to meet licensure or certification requirements.
