Human Resources Advisory Committee (HRAC) Meeting
August 20, 2015
Present:
Jeanell Hughes, Mike Byrne, Jessica Roth, Pamela Feldhoff, Alan Levitan, Vickie Tencer, Caroline Stephens, Kim Noltemeyer and Greta Bramer (notes).
Summary:
Open Enrollment is coming up in October (last two weeks). Dana Hummel (Director of Benefits) and her team will provide information on the process in the near future.
- No significant premium increases this year. There will be a slight increase in dental.
- HR is re-doing our self-service module. An employee will be able to go online anytime to make changes when an employee has a qualifying event.
- HR is working on improved services where benefit counselors will go out to units and have structured appointment times. Our goal is to be more accessible to employees on campus. All campuses will be served.
- HSC Shared Services employees will be trained in benefits. This will provide additional access to benefit information.
- HR in coordination with the SVP of Finance is currently working on how we provide these same services to the employees working the various shifts.
- Cardinal Care will no longer be available for the 2016 Open Enrollment period. Cardinal Care enrollment is closed now.
Healthcare BlueBook or Castlight: A tool some universities are using for employees to look up what providers would charge as well as other information. HR is looking into this service now.
Lisa London is now responsible for FMLA. Lisa and her team are working on the consistency as to how FMLA is administered throughout the university. It is believed that employees:
- Don’t know where to go for information?
- At what point do they need a doctor’s written authorization?
- How to get started?
- How is intermittent FMLA is handled compared to full time FMLA.
- How is FMLA reported as far as timekeeping and what is done with records retention.
- FMLA has to be kept separate from an employee’s other records.
- Education on the TMD (temporary medical disability) should be considered also.
- FMLA is a protected employee right.
- Cammie Bordenkircher will be the coordinator for FMLA.
Salary Survey:
- Neville and Harlan have charged a small group of employees to communicate the results of the past salary surveys (both staff & faculty) in September. The surveys were completed in March of 2014. A follow up survey will be conducted to get current data. If we determine the surveys we have are a good baseline then we will use the same methodology for comparison. Communication will go out to all employees.
- Faculty and Staff Senates will be bombarded when information goes out.
- Senior Leadership will get the communication first.
Climate Survey:
- The Campus Climate Survey results will be communicated also.
- The results will be released separately from salary survey results. We want to release a plan on how we are going to resolve the issues.
- Neville and Harlan do not want recommendations without action plans.
Retirement:
- Employees are at a loss when it comes to planning for retirement.
- HR is working on a “Retirement Readiness Plan”.
- We should be educating our employees throughout their careers on retirement readiness.
- Hopefully, by the end of the year we will have a plan in place.
- Retirement readiness is part of our employees’ health and wealth.
- Employees at HSC never get to GHN.
- Employees need a check list.
- We have an internal resource, Sheila Johnston, who is very helpful.
HR Reorganization:
- No broad announcement has been made.
- Processes are being worked out.
- 4 Centers of Excellence
- Total Rewards
- Compliance & Employee Relations & Policy Clean Up
- Talent Management – Recruiting (Stacey Gardner is manager now)
- HR Operations – Streamline our Processes
RFP’s will go out next year not this year.
Once an RFP is scored that is after the fact. The committee should be comprised of representatives from all the constituencies. Dana will put the committee together. Would like to have HRAC members on the front end of the process.
