The Supreme Court found a Kentucky statute that found that a “person is guilty of harassment when with the intent to harass, annoy or alarm another person” they, in a “public place, makes an offensively coarse utterance, gesture or display, or addresses abusive language to any person present” was unconstitutionally broad and that it imposed an undue restriction on constitutional guarantees of free speech.”
