SUMMARY OF ACADEMIC ADMINISTRATION EXPERIENCE

I previously served as the president of Towson University, a public university with an enrollment of approximately 22,000 students in over 150 doctoral, master’s, undergraduate and certificate programs. The university is located on 328 acres in Towson MD, a municipality just north of the City of Baltimore. Towson University (TU) is the second largest and fastest growing university within the 12-member University System of Maryland (USM), the 12th-largest university system in the nation. Towson University serves as an anchor institution catalyzing economic and cultural development for Greater Baltimore and the State of Maryland.

Guided by a strong commitment to shared governance, in collaboration with faculty, staff, and students, and with the leadership and support of the USM and the Board of Regents, some of the key results that have been achieved include:

  • Towson University is nationally recognized as a leader in inclusive student success. In 2016, as a presidential priority, TU’s Office of Inclusion and Institutional Equity was established, a first for the USM. As part of this initiative, the inaugural Vice President, a member of the President’s Cabinet, was hired to lead the office. With a 72% six-year graduation rate, TU is one of only a handful of universities nationally where African-American, Latinx, and Pell-eligible undergraduates have the same graduation rate as the overall student population. In short, there is no completion gap. Since 2016, Towson University has contributed 58% of the enrollment growth of African American and Latinx students for the University System of Maryland. 49% of TU’s enrollment identifies as an underrepresented minority and its current enrollment is 8% Latinx and 24% African American. TU’s acknowledgment as a national leader in inclusive student success includes the following recognitions:
    • National recognition by Washington Monthly and US News and World Report for leadership in Social Mobility;
    • 2020 Insight into Diversity awardee for its annual Higher Education Excellence In Diversity (HEED) Award;
    • Recognition in 2021 by ACT/National Research Center for College and University Admissions as a Top 10 University in the Nation that is “among the most successful institutions (in America) when it comes to enrolling and graduating traditional-age Black undergraduates. Towson University boasts one of the largest and most academically successful Black undergraduate populations nationally”;
    • Recognized by the NCAA and Minority Opportunities Athletic Association 2021 Award for Diversity and Inclusion.
  • Over the past five years, realized support from the Board of Regents, Governor Hogan, and the Maryland Legislature that resulted in over $800 million in capital investment to Towson University’s campus and infrastructure, the largest investment in Towson University’s history. Some key projects include:
    • A +300,000 square foot Science Complex dedicated to world-class research and teaching in support of STEM faculty and students;
    • A new $200 million College of Health Professions Building, the first ever, to support the college and its leadership as the largest provider of healthcare professionals to Maryland;
    • South Campus Athletic Fields comprised of a soccer and lacrosse complex, field hockey complex, and throwing cage. This project is the largest investment in Towson University’s history in support of women’s athletics;
    • Renovation and Expansion of the University Union to serve as an outstanding hub of student learning, leadership and engagement as well as a first-in-class gathering place for the university community;
  • Two capital projects also extended TU’s reach and partnership into the neighboring City of Towson that also serves as the seat for the Baltimore County Government:
    • The Startup housed within a historic Armory opened in Downtown Towson in Summer 2021 as tangible evidence of TU’s role as an anchor institution for Greater Baltimore and Maryland, catalyzing entrepreneurship and engaging the business community with TU programs and people;
    • A recently purchased 110,000 square foot office building in Downtown Towson will house administrative offices as well as the headquarters of the Special Olympics of Maryland;
  • Further expanding Towson University’s impact and influence as an Anchor Institution for Greater Baltimore and the State of Maryland, the university:
    • Joined 28 area partners in Blocal, Businesses Partnering for Baltimore, in making a formal commitment to inclusive hiring and purchasing to create opportunities in Greater Baltimore;
    • Established as a presidential priority in 2016, BTU – Partnerships at Work for Greater Baltimore, has expanded to over 531 partner organizations, 333 active engagements, and 200 funded projects furthering TU’s role as an anchor institution.
  • Successfully developed and implemented a comprehensive communication and branding strategy to advance TU’s value proposition to the state of Maryland and key stakeholders (e.g. students, alumni, legislators and other elected officials).
  • Provided leadership for the development of Towson University’s Strategic Plan – Leadership for the Public Good – that builds upon TU’s momentum, further its impact as an anchor institution, and advances its pre-eminent position as a national leader in higher education for the public good. The plan was completed after a yearlong process, beginning in 2019, that engaged faculty, staff, students, alumni, business leaders, community members, legislators and elected officials, and members of the USM Board of Regents and Administration. The plan began implementation in 2020.

Prior to joining Towson University, from 2012-2016, I served as interim president, provost and executive vice president of academic and student affairs at Eastern Michigan University, a comprehensive university with an enrollment of approximately 24,000 students in over 200 doctoral, master’s and undergraduate programs.
In July 20I5, I began serving as the interim president for the university, succeeding Dr. Susan Martin, who stepped down after serving from 2008-2015. In addition to serving as interim president, I retained my position as provost and executive vice-president of academic and affairs, a position I had served in since January 2012. As provost, I served as the chief academic and student affairs officer for the university, as well as its chief operating officer. In the provost role, reporting directly to the president, I served as second-in-command, acting as the designee in the president’s absence.
Guided by a strong commitment to shared governance and in collaboration with faculty, staff, and students, the following results were realized:

  • Lead the reorganization of academic and student affairs into one division focused on achieving the highest quality educational experience for students - inside and outside the classroom.
  • Despite a state-wide downward undergraduate enrollment trend, achieved three straight years of record undergraduate enrollment. These record classes were also characterized by historic levels of academic preparedness and diversity. Additionally, during these past three years, the Honors College doubled in size and achieved record enrollment. These outcomes resulted from significant process and technology improvements to the application management system, restructured financial aid strategies, and improved admissions/recruitment/orientation efforts.
  • Developed a comprehensive degree completion and retention program (DCR) for the campus focusing on five areas of practice, process, and policy that scholarly and practitioner research conclude have great impact on degree completion and retention. These five areas are: Student Preparedness, Enrollment Policies, Financial Aid Policies and Incentives, Advising & Student Support, and Curriculum Structure & Delivery.
  • Reinvigorated the Graduate College and Office of Research and Development by restructuring the units under an Associate Provost of Graduate Research and Programs, creating a one-stop shop for faculty providing both pre- and post-award assistance, launching an Annual Graduate Research Conference, increasing research support to faculty, restructuring GA allocation in support of research activities, and establishing a first-ever marketing communications campaign to advance the university’s reputation for research. As a result, external grant funding for 2014 increased 84% as compared to prior year.
  • Established a faculty-led Global Engagement Center (GEC) to celebrate global diversity and to facilitate the university’s engagement with the global community. The GEC was intended to serve as the university’s hub of global/international education and scholarship. Some goals of the GEC include expanding engagement to include students not historically involved in international education, engendering interdisciplinary collaboration on global and international research projects/programs, and enhancing the university’s visibility though partnering with international organizations and expanding international exchange of students and faculty.
  • Worked closely with the President to operationalize the university’s strategic plan as well as align the university strategic plan with college(s) and other divisional strategic plans.

Prior to holding the provost position, I served as dean of the University of Michigan-Dearborn College of Business as well as various other administrative positions including interim dean, senior associate dean, and associate dean. With students from 14 countries and 28 states, the college’s undergraduate and graduate business degree programs are accredited by the International Association to Advance Collegiate Schools of Business (AACSB).

With a strong commitment to shared governance, the College of Business offers a Bachelor of Business Administration (BBA) with concentrations in Accounting, Finance, MIS, Marketing, Management, Supply Chain Management, and Human Resource Management. Additionally, eight graduate degrees including an MBA, an MS-Finance (Dearborn and Hong Kong campuses), an MS-Accounting, an MS-IS, and 4 dual/interdisciplinary degrees are offered. The college has several international programs with partnerships in Mainland China, England, France, Finland, Spain, Italy, and Hong Kong.

During my time as dean, in collaboration with faculty, staff, and students, the following results were achieved:

  • Improved financial controls as well as established a new budget model for the College of Business that included: 1) a reduction in the number of cost centers; 2) implementation of departmental budgetary process and reporting; and 3) implementation of a budget planning model. In 2010, I consulted with the University’s Provost and Associate Vice-Chancellor for Business Affairs on a university-wide alternative budget model that improved the alignment of the university’s revenue and costs by academic unit, recognized tuition differentials for graduate and professional school programs, and motivated quality enrollment growth.
  • In collaboration with the faculty, a new strategy for graduate degree programs that emphasized the creation of specialized business master’s degrees was developed. The emphasis on specialized master’s degrees was motivated by a shift in the business education market creating demand for shorter, more focused alternatives. As a result, a new MS in Supply Chain Management and a new MS in Business Analytics were introduced and resulted in significant enrollment gains.
  • With the support of the faculty and administration, founded iLabs, the University of Michigan-Dearborn’s Center for Innovation Research. A research institute dedicated to advancing the understanding of corporate, entrepreneurial, and institutional innovation, iLabs emphasizes the study of practices and processes that foster the identification of opportunities that culminate in the creation of value for organizations and their stakeholders. iLabs conducted several major sponsored research programs for some of Michigan’s leading businesses and governmental organizations including a major study for Ford Motor Company on employee buy-outs and an economic impact study for The Detroit Metropolitan Airport.

SUMMARY OF BUSINESS EXPERIENCE

With over twenty years of corporate, new venture, and start-up experience, I have held senior level executive and board trustee positions with several healthcare, health services, technology and multinational industrial firms. During my business tenure, I worked extensively with firms throughout the United States, Canada, Europe, and the Pacific Rim and successfully secured over $300 million in venture capital and bank financing in support of business operations as well as acquisition/joint venture activities. My experience includes serving as:

  • A member of the Board of Directors and Vice Chair of University of Maryland Saint Joseph Medical Center, a $500 million non-profit comprehensive hospital located in Towson MD
  • A member of the Board of Trustees and Chair of Audit and Compliance
    Committee for Health Alliance Plan (HAP), a $1.7 billion full service provider
    of medical insurance headquartered in Detroit MI
  • A member of the Audit and Finance Committee for Henry Ford Health Systems, a $3.7 billion comprehensive, integrated, non-profit, managed care, health care organization headquartered in Detroit MI
  • Founding President and COO, and later CEO of ICM/Krebsoge (Livonia MI), a multinational industrial firm, North America’s largest powdered metal (P/M) components manufacturer, and principal (P/M) supplier to Ford Motor Company and Chrysler Corporation for structural P/M components used in power-train, air conditioning, four-wheel drive transfer case, power steering, and brake system applications.

SUMMARY OF RESEARCH ACTIVITIES

As a Professor of Marketing, my long-term research objective is to examine information-based sources of competitive advantage, especially those influencing new product success. My research has been published in venues such as the Journal of Marketing, the Journal of Business Research, the Journal of Product Innovation Management, and the Journal of the Academy of Marketing Science.

SUMMARY OF TEACHING EXPERIENCE

I have taught at the undergraduate, graduate, and executive levels, in the United States and internationally, on topics such as Marketing of Technology-Based Products, Obtaining Venture Capital Funding, and Reputation Management. In 2006, I was recognized by the University of Michigan-Dearborn with the University’s Distinguished Faculty Teaching Award. My teaching interests include Marketing Research, Marketing Strategy, New Product Development, New Venture Creation, Quantitative Methods, High Technology Marketing, and Management of Technology.
