Director weighs in on Franklin Opus' presidential survey panel

Franklin's Opus, a nonprofit organization that specializes in improving the teaching and learning of American history, asked a panel of experts to rate each U.S. President by evaluating his performance on how well each "faithfully executed the laws and obeyed the Constitution; promoted liberty and posterity; and exercised good leadership."

The top-five highest ranking presidents, according to the panel, were:

  • George Washington (25.23 points)
  • Grover Cleveland (25.18 points)
  • Calvin Coolidge (23.77 points)
  • James Monroe (22.58 points)
  • Ronald Reagan (22.38 points)

Gary Gregg, PhD, holds the Mitch McConnell Chair in Leadership at the University of Louisville and is director of the McConnell Center. He is also a senior fellow at Franlkin's Opus and is the author or editor of ten books.
