The meeting was convened at 1:05 P.M.
The primary purpose of the meeting was to hear Dean Brennans proposal about phasing out +10 and +20 compensation. After describing the history of the implementation of overload compensation, as he understood it, the dean explained why he believed it was both necessary and timely to begin the process of abolishing the +10/+20 system in academic year 2001-2002. As the current reallocation plan calls for a further reduction of the lecture lump sum line by $1.044 million by 2004, the deans primary concern is to reduce the flow of funds from the LLS line which is used to pay tenured and tenure-track faculty for overload teaching.
The dean proposed to begin implementation this summer by allowing tenured and tenure-track faculty to teach one overload course in 2001-2002 at the usual +10 rate and a second at a flat rate of $4000. In 2002-2003 and subsequent years +10/+20 would entirely disappear, and faculty would be paid at the flat rate for any overload courses they teach.
The dean expects that the larger than usual salary increases that were awarded last year and are expected to be awarded again this year, along with benefits paid on top of those increases, will in large part make up for the loss in compensation for overload teaching for most faculty members. He anticipates a raise pool this year of approximately 5.5%, which will be divided between funds used to bring faculty toward benchmarks and merit pay.
In response to questions and comments the dean told the committee that the committees proposal to annualize A & S salaries was too expensive and could not be implemented at this time. He said that he does not plan nor does he anticipate the higher administration to ask that faculty teaching loads be increased as part of this plan.
