STAFF SENATE MEMBERSHIP AND RESPONSIBILITIES
Staff Senators are elected from and by their respective Vice President/Dean Area (VPDA). Elections are normally held in May with new Senators taking office in July. Staff Senators are elected for two year terms which are staggered so that one-half of the Senate membership is elected in any one year and takes office in July. Any regular full and/or part-time staff member who has been employed by the University of Louisville for at least six months are eligible to be a candidate for Senator in their respective VPDA. Each VPDA is apportioned a particular number of Senate seats based on the number of staff members within that VPDA.
Staff Senators are expected to regularly advise the respective VPDA on matters and issues under discussion and to endeavor to represent the majority interest of his/her VPDA. Senators are expected to regularly attend committee meetings and actively participate in committee discussions.
VACANCIES IN THE STAFF SENATE
A vacancy occurs when a Senator misses five regular monthly Staff Senate meetings during the fiscal year (July 1 - June 30).
The filling of vacancies in the Staff Senate is the responsibility of the Credentials and Nominations Committee which certifies as Senator the candidate who received the next highest number of votes in the last election held in the VPDA in which the vacancy occurs. If no such candidate exists, the Credentials and Nominations Committee conducts an election as soon as it is practical and within one month after the VPDA and the Staff Senate have been notified of the vacancy. A vacancy also exists when a Senator transfers from one VPDA to another during the course of their term of office. The Senator who transfers will be able to continue representing their old VPDA until the end of the fiscal year in which they transferred. Their seat will be declared vacant and it will be filled during the annual elections.
AT-LARGE SENATE SEATS
If vacancies exist at the conclusion of any regular or any special election (or solicitation of candidates), the Credentials and Nomination Committee is responsible for reporting this situation to the Staff Senate. The existing vacancies are declared by the Chair of the Staff Senate to be "at-large" seats. Any staff member, regardless of VPDA and qualified in accordance with the Senate by-laws, may file for candidacy and election. Candidates are certified by the Credentials and Nominations Committee and at-large seats are filled by the vote of the Staff Senate. If only one member files for candidacy, he or she shall automatically takes office for the remaining term of the Senate seat. Applicants willing to serve at-large will have their applications held through the fiscal year at the Senate office.
The elected membership of the Staff Senate consists of seventy-five (75) Senators elected from and by their respective Vice President/Dean Area (VPDA) according to the formula determined in the By-Laws of the Staff Senate. Membership is limited to regular, full-time and/or part-time staff members who have at least six months of continuous University service. Senators are elected for a term of two years. Any regular full and/or part-time staff member who has been employed by the University of Louisville for at least six months are eligible to be a candidate for Senator in their respective VPDA.
Elections for open Senate seats are processed through on line voting. Senate will hold two (2) elections for open seats.
