About the Certificate

Being successful in promotion to middle and senior management positions involves more of everything: particularly planning, exemplary management, coordination and leadership skills to prepare officers for those positions and subsequently for executive level posts. This course seeks to develop strategic approaches to problems through maximum use of team building, motivation and communication skills to enhance the leadership and management qualities essential for effective planning, cooperation and service delivery.

Managing budgets and surviving shortfalls in the current economic climate, quantifying agency achievements and performance are also important requirements for those above supervisory level and are invariably fresh topics for those newly appointed. Other critical subjects involve staff selection and promotion practices and areas of civil liability associated with staff and procedures. This training aims to meet all those needs for middle and senior management posts and to address these topics that provide a firm basis for further professional development in an outstanding agency.

Hosting the OMCP

Any law enforcement agency can host the program in their locale; however, a minimum enrollment of 25 participants must be assured by the sponsoring host.  The Host or a group of hosting agencies must offer in a geographic region served by a commercial airline.

Strategic Management

Formerly: Managing Organizational Performance & Evaluation

 40 Hour Training Course / 4 CEUs  Tuition:   $675.00

This course of study introduces participants to the key elements of strategic management. A variety of techniques will be covered that will prepare participants to engage in strategic planning and thinking. Addressing management and crime issues, directing agency effectiveness, and encouraging and supporting highly productive staff will be our focus. Emergency plans and contingency planning in respect of terrorism will also be addressed. The learning environment and course exercises will be as interactive as possible and support maximum class participation in exercises. Questions and discussion will  be encouraged throughout. Each participant will have the opportunity of developing a strategic plan for their agency or building on their existing plan based on the content of this weeks’ training. Participants will be presented material and instruction designed to facilitate and encourage a positive, developmental, forward thinking role for leading their agency through stressful and demanding times. They will be prepared to anticipate and resolve  internal organizational problems and those facing their communities. They will be better prepared to manage change and to respond to new challenges.

Organizational Leadership & Problem Solving

40 Hour Training Course / 4 CEUs  Tuition:   $675.00

This course of study combines organization leadership and the role of problem solving in a law enforcement agency and provides an opportunity for participants to reflect on leadership models, techniques and examples. Different leadership approaches and models will be examined, their appropriateness considered and linked to the responsibilities of leadership. The group of participants will distinguish the roles of manager and leader and how each contributes to effectiveness.  This course also addresses problem solving techniques and approaches.  Problem solving has become a principle job of those in leadership positions. A logical and reasonable basis for solving problems is necessary to obtain consistent and lasting performance among individuals. Further, problem solving support structures such as data collection techniques and accountability systems are necessary in intelligence-led law enforcement organizations.

Managing Within Your Budget

40 Hour Training Course / 4 CEUs  Tuition:  $675.00

This course of study introduces two major areas that contribute substantially to managerial success. The first is Financial Performance, the second is Operational Performance. The course is designed to provide participants with an understanding of how organizations can evaluate the achievement of their goals, identify their successes and problems and respond effectively to them while simultaneously meeting community expectations. The course assists agencies to facilitate and foster an understanding of its performance as perceived by its managers, community, elected officials and the media. Financial and operational performance will be reviewed on the criteria valuable to citizens, police managers and to line officers themselves.  Strategic management of funds and controlling the dollars being spent is required to assure the work force is not dissatisfied, short of equipment, improperly developed, or poorly paid. The absence of operational standards and lack of a careful system of operational review is often reflected in wasted manpower and inefficiency. Each participant will be able to assess their patrol staffing requirements according to a formula that will meet external scrutiny. The measures presented support a system of financial and operational accountability for all managers. Participants will leave with an outline model of a performance management system for a law enforcement organization.

Personnel Development, Assessment & Liability

Formerly Personnel Development and Assessment

40 Hour Training Course / 4 CEUs  Tuition:   $675.00

Every law enforcement agency is dependent upon the quality of the staff recruited,  selected, retained and developed. In order to employ staff efficiently, there needs to be an analysis of the tasks performed and the qualities and skills needed. That analysis is the basis on which the organization can build a firm foundation for developing and promoting staff. This course focuses on the job analysis process, selection procedures and then the factors essential for reviewing officers’ performance and assessing their promotion potential. Effective methods for measuring individual performance are reviewed. Selection and promotion criteria are identified in order to achieve optimum performance by staff.
Various methods of promotion testing will be reviewed and the benefits of adopting an assessment center process will be explored. Emphasis will be placed on the need for both hiring and promotion processes being based on credible and established criteria that will withstand legal and political scrutiny.  Participants will also examine the problems of retaining staff and the administrative management systems necessary to monitor personnel and their positive and negative performance. The final element of this course reflects on the dangers of ignoring or being unaware of the legal constraints concerning this critical area of human resources that has been very costly in litigation for some agencies.
