Process for Seeking Funding from Federal American Recovery and Reinvestment Act (Stimulus)
Much of the funding from the Stimulus Bill will be awarded through a competitive grant process by federal agencies. As details of grant opportunities and submission procedures become available, they will be posted on the University’s ARRA website. Individual faculty members are encouraged to apply for these grants. Proposals being submitted for Stimulus funding need to be clearly identified on the Proposal Clearance form by inserting “ARRA” as the Agency Program Number (Item #4).
For open submissions, supplements, renewal funding, no cost extensions, etc., please follow the normal grant routing process with a fully signed Proposal Clearance form required for each submission. Be aware that we are expecting a large volume of proposals, both here and nationwide and electronic processing of proposals is likely to be slower than normal.
For programs with a limited number of submissions, the guidelines outlined in the research handbook (Section 2.5) will be modified slightly. Each Dean may nominate a number of proposals equal to the total number allowable by the institution. Those nominations will then be sent to the Director of Sponsored Programs who will review and submit the package to the appropriate work-team for recommendation. The recommendations will be referred to Grants Management and the selected PIs will need to follow the same internal routing procedures as described above.
If your project is identified by the University work-team you may be asked to provide additional information that we can share with the Kentucky Congressional Delegation. A standard form will be used in these situations which will make the requests more consistent and will enable the Congressional staff to readily access the information they need to endorse our requests. These forms must be routed through the Government Relations Office to receive the approval of the University Administration.
President Ramsey and Provost Willihnganz have appointed six UofL work-teams to examine the American Recovery and Reinvestment Act. The work-teams will develop a list of priority projects for which the University will seek funding. To be considered on the University's priority list, proposals must be submitted to the work-teams through your dean. Any requests for construction or remodeling of space will require prior approval of the University leadership and be included on the capital projects list at the time of request.
