The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are competitive funding programs administered by the Federal Government, the purpose of which is to stimulate technological innovation in the small business community. During FY 2006 alone, federal agencies will be awarding over $2.0 billion in SBIR-STTR funding to small business across the United States. The SBIR and STTR programs provide a dynamic opportunity for small businesses to partner with colleges and universities. Indeed, the University of Louisville has a rich tradition of working with SBIR and STTR awardees.

Kentucky SBIR/STTR Matching Funds Program
The Commonwealth of Kentucky has implemented a program to match both Phase 1 and Phase 2 federal SBIR and STTR awards to Kentucky high-tech small businesses.  SBIR/STTR awardees from Kentucky, or are willing to relocate to Kentucky, can apply. 

Kentucky SBIR/STTR Phase Zero and Double Zero Grant Program.
These funds are earmarked for the development of SBIR and STTR proposals.  The goal of the Phase Zero grant is to assist Kentucky's new and existing small businesses with the preparation of high quality, competitve Phase I SBIR and STTR proposals; Phase Double Zero grants provide assistance for preparation of Phase II proposals. 

SBIR Options for Faculty

Information for Individuals at UofL Planning to Use Entrepreneurial Leave ("E-leave") in Conjunction with an SBIR/STTR Proposal.

NOTE: Entrepreneurial leave ("E-leave") may be an option for a faculty member who will be conducting research/providing services on the company side and he/she needs to reduce their load on the University side due to the effort commitments with the small business for an SBIR or STTR proposal. E-leave requests for faculty members need to be approved by the respective department and dean's office at the time of the small business's SBIR/STTR proposal submission.
