The Goldstein Reports are an occasional series of papers addressing contemporary policy and political issues in Metro Louisville, Kentucky. The Reports are written by the faculty, students, and staff of the Department of Political Science at the University of Louisville and published by the Department of Political Science at the University of Louisville. The Goldstein Report is named in memory of Dr. Joel Goldstein, a much loved and respected Political Science professor at the University of Louisville who died of cancer in 1992 at age 47.

Editor’s Note: The first Goldstein Report (No. 1), “Local Government Reorganization” written by Professor Ronald K. Vogel, current Chair of the Department of Political Science, was published jointly with the League of Women Voters of Louisville in 1994. The series resumes with reports by undergraduate students Morgan Hamilton (No. 2) and Adam Dorritie (No. 3), both recent graduates of the Department of Political Science.
