Parking Regulations
- Any student, faculty or staff member, or other person with University business who wishes to regularly park a motor vehicle on property owned or controlled by the University must purchase a University of Louisville parking permit. The purchase of a permit does not guarantee a parking space. Lack of space is not considered a valid excuse for violation of a regulation.
- The type of permit determines parking privileges. Areas for parking are indicated on the University maps included with these regulations and in the parking areas by signs. In all cases of conflict, signs and markings should be presumed to be correct and will take precedence over any conflicting parking map designation. All areas not specifically designated for parking shall be considered "No Parking" zones.
- Red permits allow parking in the assigned red space before 5 p.m. and in blue, green and purple areas after 5 p.m.
- Blue permits allow parking in blue, green and purple designated areas.
- Yellow permits allow parking in yellow areas designated by restricted zones (A, B,C) or in green (with the exception of the Floyd Street Garage unless Yellow is unavailable) and purple areas. "A" zone Yellow permit holders are NOT permited to park in the Floyd Street Garage (any color designation) before 5:00 p.m. daily. Yellow (resident) parking areas are restricted to vehicles of those persons living in University residence facilities. Residents parking in the B zone must swipe their permit through a bar code reader for entry to the area when accessing the Floyd St. Garage after 4pm daily and on weekends. B zone permits can park in the A zone. A zone permit holders cannot park in the B zone. Yellow permits must be validated (no charge) before January 14, 2008 for the spring semester in the Parking Office; otherwise it will be valid only in Purple areas after January 14, 2008. All outstanding citations must be paid before a Yellow permit will be validated. Yellow (resident) parking areas are enforced 24 hours a day, 7 days a week.
- Green permits allow parking in green areas from 7:30 am to 7:30 pm, and in Blue after 4:15 p.m. and in Red after 5:00 p.m. daily.
- Purple permits allow parking at Papa John's Cardinal Stadium. After 5 p.m., purple permits are valid in red, blue and green lots. Purple permit holders are prohibited from parking at the HSC Campus unless approved by the Belknap Parking Office. When classes are not in session and shuttle does not operate, purple permits allow parking in green areas before 5 p.m.
- Orange permits allow parking in all lots on the Shelby Campus after 4 p.m., Monday-Friday.
- Chestnut Street and Jewish Hospital Parking Structures permits allow parking in the structures only on the HSC Campus and in blue, green and purple areas on Belknap and Shelby campuses.
- Evening Parking
A vehicle displaying a green or yellow permit may park in blue areas after 4:15 p.m.; and in red areas after 5:00 p.m. or when the gates are raised, whichever is later. A vehicle displaying a magenta permit may park in red areas after 5:00 p.m. or when the gates are raised, whichever is later. Vehicles displaying purple permits may park in red, blue or green areas after 5 p.m. - University parking rules and regulations are in effect all year (including periods when classes are not in session, i.e. Christmas and Spring breaks).
- It is not possible to mark with signs or paint all areas where parking is prohibited. However, the following guidelines will be strictly enforced. It is prohibited to park:
- without displaying a valid permit. One citation may be excused per acadmic year for valid permit holders who fail to display a permit when legally parked;
- in reserved spaces without a proper permit;
- in "No Parking" areas;
- in a handicapped space without a proper University permit;
- when a vehicle is parked blocking handicapped access;
- blocking fire lanes, fire exits or within 15 feet of a fire hydrant;
- blocking doorways or dumpsters;
- in loading zones unless actually loading. Flashers must be on and time is limited to 20 minutes with a loading zone permit unless permit states otherwise;
- double parked;
- in service entrances, construction sites, or spaces reserved for maintenance vehicles;
- on the lawn, sidewalk, crosswalk, parking lot driveways, or straddling painted lines or bumper blocks;
- exceeding time in time-limited areas or meters, or at malfunctioning meters;
- in areas where permit is not valid;
- over or adjacent to yellow lines or curves;
- against the flow of traffic.
- Vehicles must be parked in a designated space. The fact that one vehicle is parked in such a manner as to occupy more than one parking space is not an acceptable excuse for another operator to do the same.
- Vehicles are not allowed in areas or spaces closed by barricades or other traffic control devices.
- Motorcycles shall not be parked in a building or within 10 feet of a building unless a motorcycle parking area is designated. The same rules pertain to motorcycles as to cars, but more than one motorcycle may be parked in one regular parking space. A motorcycle must have a valid University of Louisville parking permit to be parked on university property.
- Vehicle maintenance may not be performed on University property, other than emergency repairs and the Parking Office must be notified.
- Parking meters are located in certain areas and are available to visitors, students, and University faculty and staff unless otherwise indicated at the location of the meter. Some meters locations are enforced 24 hours, 7 days a week indicated on the parking meters.
- Pay Parking lots are located in certain areas and are available to visitors, students, faculty and staff. Failure to return the pay envelope within 7 days will result in a parking citation. A fee of $3.00 will be charged after 4:00pm or 5:00 pm daily and weekends based on the location of pay lot. Machines accept $1, $5 bills and quarters. Floyd Street Parking Garage requires a valid University of Louisville permit or payment (after 4:00 pm and on weekends).
