Rapid Implementation: Foundation and Enrichment of the PeopleSoft SystemUnder the Project ORION rapid implementation strategy, the university will benefit from the PeopleSoft system even before its full potential is available. The immediate goal of rapid implementation is to emulate current business processes in a new environment that will add functionality simply by virtue of the change to client-server technology. This change will entail other benefits, such as improved university-wide access to information. The project scope and prototyping in the foundation phase (Fall 1997-Fall 1999) will allow the university to draw the largest immediate benefit from the new system as soon as possible. This rapid implementation strategy also assumes that re-engineering of business processes -- that
is, voluntary changes to bring process or policy into conformity with "best practices" -- is most
effective after the functionality, flexibility and power of the system are understood by the campus
community. In the enrichment phase (Spring 2000-2002), functions made possible by the new
system (e.g., Web-based student and personnel records kiosks) will be tailored to the university's
needs and requirements. In that phase, the system can be used as a critical lens for the re-examination of the university's business practices in student administration and human-resources
management, and the re-engineering of those processes can go forward in an orderly and
thoughtful way as the university reaps increasing benefits from both the foundation and the
enrichment of the new system.
The two phases of this implementation process will address different levels of sophistication in the
system and its use on campus:
