RE: Invitation to Review and Comment on Draft Strategic Plan for Kentucky Higher Education, 1996-2000

I am writing to solicit your comments on the enclosed Strategic Plan for Kentucky Higher Education, 1996-2000, draft that was released recently to the Council on Higher Education. The Council is strongly committed to strategic planning and is in the process of drafting our third systemwide strategic plan. You are invited to participate in this process by submitting your comments by August 11. All comments received by that date will be considered as another draft is prepared for final action by the Council in September.

Council staff has worked with selected institutional staff members to develop the enclosed draft. It is time now to share this draft widely for review and comment by a variety of interested parties. We expect revisions will be made as a result of the review process. A few of the early comments we have received include the following ideas.

• The systemwide plan should promote and support the intrinsic value of higher education to Kentucky's future prosperity.

• The vision for the system of higher education should clearly aspire to high standards.

• The plan should promote a climate of intellectual excitement on campus.

• The plan should recognize the many demands placed on faculties as a result of changing technology and a changing world. Opportunities for ongoing faculty development need to be readily available.

• The role of higher education in community development needs to be more strongly recognized in the plan.

• The plan needs to provide every opportunity to encourage and reward enlightened management practices which improve the efficiency and effectiveness of the higher education institutions.

These are a few examples of how the plan can be further enhanced. However, we strongly encourage your comments and input in preparing the final draft.
