NCPI Faculty:

Marianna Perry Marianna Perry M.S., CPP is the Director of the National Crime Prevention Institute.  She teaches Crime Prevention and  Introduction to Physical Security and also conducts Physical Security Assessments.  Marianna is a former trooper and detective with the Kentucky State Police, has provided loss control services to numerous Fortune 500 companies and was previously the general manager for one of the region’s largest private security companies.

Marianna has a B.A. Degree from Bellarmine University and a M.S. Degree in Loss Prevention and Safety from Eastern Kentucky University. She is a member of the American Society for Industrial Security (ASIS) where she is a member of the Crime Loss/Prevention Council. Marianna has earned the title of Certified Protection Professional (CPP), which is the preeminent designation through ASIS that is awarded to board certified individuals whose primary responsibilities are in security management and who have demonstrated advanced knowledge in security solutions and best business practices. She is also a member of the International Association of Professional Security Consultants, Inc. (IAPSC), the American Society of Safety Engineers (ASSE) and the International Society of Crime Prevention Practitioners (ISCPP).

Shannon Adams Shannon M. Adams is a Police Telecommunicator for the University of Louisvllle Police Department and has five years of experience in the law enforcement communication field.  Ms. Adams is a Certified (Rape Aggression Defense) Instructoor, 2006.  She received Telecommunication Academy Training, CJIS-Full Access, Advanced CJIS, Terminal Agency Coordinator (TAC), Fire/Hazmat Incident, Effective Procedures for Today's Telecommunicator, Incident Command Systems, Ethics, Cultural Awarness, Responder Safety, and  Communcation Training Officer (CTO),  from the Kentucky Department of Criminal Justice.

Ms. Adams has received a Distinguished Service Award from the University of Louisville Police Department in 2008 and a Basic Telecommunicator Award from the Kentucky Law Enforcement Career Development Program in 2005.

 


NCPI 2009 J. Richard Allen has a BA from the University of Louisville and a MBA from Sullivan University.  He is an Air Force captain with a wide range of experiences as and Executive Officer, Command Post, Intelligence and Disaster & Emergency Services Officer.  In the private sector, Rich has garnered experience in environmental, health, safety, security, fire protection, project management, human resources, conflict management, workers' compensation, labor negotiations, and supply chain management, warehousing, distribution, and inventory control, quality improvements such as ISO, HAACP, TZM and key performance indicator development.

Mr. Allen specializes in Business Integration, regulatory compliance, emergency planning and operational improvements.  He already  helped businesses build effective Workplace Violence Prevention programs.

Rich is an accomplished professional end entrepreneur with 22 years in management and working with companies on identifying risk, developing compliance programs, coaching employees for improved performance, developing business operational and strategic plans.  Rich helps clients develop compliance policies and procedures as well as staffing programs and inventory management practices designed to increase operational efficiency while decreasing their risks and costs.

 

 

Randy Atlas Dr. Randall Atlas is a registered architect and practitioner of criminal justice architecture, environmental security design, counter terror design, and infrastructure protection. An American Society of Industrial Security (ASIS) Certified Protection Professional (CPP), he is an appointed member of the ASIS Security Architectural and Engineering Committee, and a faculty member at the organization’s annual Faculty Design Workshop.

Dr. Atlas has taught CPTED and criminal justice courses at four universities, the American Institute of Architects and the American Society of Industrial Security. He has also conducted CPTED and security audits for many U.S. cities.

Dr. Atlas has served as a consultant with the National Institute of Justice, National Institute of Corrections, and the Florida Department of Corrections. He has conducted ADA surveys for private and public sector clients, served as expert witness on hundreds of premises liability lawsuits, and spoken at numerous security conferences. Dr. Atlas also has published several hundred articles in industry periodicals and journals.


NCPI 2009 John M. Bradley started his law enforcement career with Louisville Metro Police Department in 2000 as a sworn officer.  He has served in the capacity of Patrol Officer for the past seven years.

John is a graduate of the Field Training and Evaluation Program offered by LMPD and was appointed a Field Training Officer in 2006. Since that appointment, he has directly trained and evaluated Police Recruits and Probationary Officers in all aspects of police patrol.

 

During the last two years John has taught PTO classes to officers and supervisors from more than 10 police departments in Kentucky. Additionally, he has assisted in teaching a familiarization course to a class of recruits, and has conducted numerous roll-call trainings regarding the implementation of the PTO Program. John presented at the 2007 annual conference for the Police Society for Problem Based Learning in Duluth Minnesota on Implementing the Police Training Officer program.

In 2007 John received the Police Training Officer of the Year Award for the Louisville Metro Police Department.

     
Bringhurst, Bob  Robert W. Bringhurst, Jr has over 30 years experience in the law enforcement profession. He currently serves as Major / Operation Commander with the University of Louisville Police Department. Robert has a B.S. in Criminal Justice Administration from UofL and has been certified as a R.A.D. (Rape Aggression Defense) Instructor since 1995. Robert has been the recipient of the Clyde Bishop Member of Year Award from the Kentucky Fraternal Order of Police as well as the recipient of the Kentucky Governor’s Crime Prevention Awareness Award.
   

Brodt, Ed  Ed Brodt is currently the Associate Director with the Kentucky Regional Community Policing Institute where he has been a consultant/trainer since its inception in 1996. He served as Chief of Police in Anchorage Kentucky from July 1994 through July 1997. Ed retired as a Captain from the Jefferson County Police Department after twenty (20) years of service to accept the chief’s job in Anchorage. He holds a Master of Science degree in Criminal Justice Administration and a Bachelor of Science degree in Police Administration from Eastern Kentucky University. He is also a graduate of the Southern Police Institute at the University of Louisville. Ed has served as adjunct faculty at the University of Louisville where he taught Police Administration and Police Management. He has been a certified police Instructor in Kentucky for over twenty (20) years.

In addition, Ed has served a term on the Kentucky Law Enforcement Council in 1995. He has made presentations to numerous groups including the International Association of Police Planners, the National Problem Oriented Policing annual conference, the Kentucky Municipal Risk Managers Association, the Kentucky Women’s Law Enforcement Network, and the US Department of Justice Office of Community Oriented Policing annual conference.

In 2006, Ed was awarded the Melvin Shein award by the Kentucky Law Enforcement Council for his contributions to the Kentucky Law Enforcement Community. In 2007 the Louisville Metro Police Department established the Schiller/Brodt award in honor of Ed’s work with the departments training unit. This award is given annually to the most outstanding police training officer for the previous year.

 


NCPI 2009   Jessie L. Browning began her police career in Farmington, New Mexico. While in New Mexico. She became a certified instructor, specializing in prevention initiatives such as Drug Abuse Resistance Education and Gang Resistance Education and Training (D.A.R.E. and G.R.E.A.T.). She was also a Field Training Officer, juvenile detective, board member for the Citizen’s Police Academy, a R.O.P.E.S. instructor, and the Public Information Officer for the New Mexico Chapter of the National D.A.R.E. Association.

After moving to Kentucky in 1996, Jessie was hired by the Jefferson County Police Department. The majority of Jessie’s career has been spent on patrol, where she has been an active member of the Field Training and Evaluation Program. Jessie has held several temporary assignments, including time in the Crime Analysis Unit, Research and Development, and as a property crimes detective. For the past six years, she has proudly served on the department’s Peer Support Team.

In 2005 she was promoted to Sergeant and shortly thereafter transferred to the Training Division as Special Projects Supervisor. In this position Jessie is responsible for implementing the agencies Police Training Officer Program. She is a KLEC certified instructor in the areas of Patrol Procedures, Homeland Security, and Problem Based Learning/Police Training Officer

She currently serves as the LMPD PTO Program Co-Coordinator. This involves team-teaching the 40 hour PTO Certification Course to officers and Police Training Supervisors, as well as a 40 hour familiarization course to a recruits. Jessie has attended the first National PTO Conference in Folsom, California. As part of the implementation process, she is currently creating an agency-specific PTO Manual and the evaluation forms that will be used by PTO’s to measure the proficiency and learning process of new officers on patrol.

 


 NCPI 2009 Stanley L. Carter  is a law enforcement specialist who served 27 years in the City of Sarasota’s Police Department. During his tenure, he served as a special projects and long-range panning officer for the director of public safety, founding member and co-chair of the City’s CPTED task team, and liaison for multi-departmental projects including community planning, development review, and update of land development regulations. He also provided assistance, law enforcement coordination and crime data analysis for local business and neighborhood associations. Captain Carter is a graduate of the Administrative Officer’s Course at the University of Louisville’s Southern Police Institute and holds an Associate of Arts degree in Criminal Justice from Manatee Community College. He is a past chairman of the Florida CPTED Network

 NCPI 2009 Juan Garrett currently has 20 years of professional law enforcement experience.  He is a detective assigned to the Louisville Metro Police Department Criminal Intelligence Unit as a subject matter gang specialist.  Detective Garrett's assignments have included Task Force Officer (TFO) with the Louisville Federal Bureau of Investigation (FBI) Field Office, Bomb Technician with the Louisville Metro Police Department Bomb Squad and the Louisville Metro Police Department Violent Crime Task Force.  Detective Garrett assisted in implementing Standard Operational Procedures (SOP) pertaining to gangs for the Louisville Metro Police Department.  He has 14 years of experience as a gang investigator and he has conducted gang training for the National Major Gang Task Force, United States Military, Kentucky Department of Corrections, Kentucky Statewide Trauma/Emergency Symposium and Jefferson County Public Schools.

Detective Garrett is a certified Law Enforcement Instructor for the State of Kentucky.

He received a National Honorable Mention Award representing the State of Kentucky as a recipient of the prestigious Tops Cops Award from the National Association of Police Organization (NAPO) located in Washington, DC.

 


Hanzes, Richard  Richard Hanzes is a Kentucky Law Enforcement Council (KLEC) Certified Instructor in several areas to include Leadership/Management. Richard obtain his Certification as a Situational Leadership Instructor by the Center for Leadership Studies, Escondido, CA with over six years experience teaching Situational Leadership. He has a Masters Degree in Public Administration from Jacksonville State University and a Bachelors Degree in Law Enforcement from Youngstown State University. He is a Retired Major of the U.S. Army with over 20 years experience in a wide variety of leadership positions. He has thirteen years experience as an Instructor with the Kentucky Department of Criminal Justice Training specializing in teaching leadership and related topics.

NCPI 2009  Ken Hughes retired Chief of the Forest Park Ohio Police Department. He currently serves as the Program Manager for the Tri-State Regional Community Policing Institute's Reduction of Gun Violence in Schools Project. He is also the Associate Director of the University of Cincinnati's Policing Institute and works as a consultant presenting courses, seminars and workshops across the country.

Ken is a peer review consultant for the National Institute of Justice and the Department of Homeland Security and has led research teams to the Royal Canadian Mounted Police Academy to study their model of learning and the United States Military Academy's leadership development of cadets. This Fall he went to Virginia with a team to review the tragic events at the Norris Hall on the campus of Virginia Tech.

Ken is a graduate of the Kennedy School of Government's Senior Management Institute for Police, the FBI's National Academy, and the Police Executive Leadership College. He has a Master of Science degree in Criminal Justice from the University of Cincinnati. His recognition's include; the Ohio Attorney General's Distinguished Law Enforcement Service Asard, the Governor's Award for Excellence, the Ohio FBI National Academy Associates Officer of the Year and the Hamilton County Police Association's Officer of the Year. He also served in the United States Army from 1967 through 1969.


NCPI 2009  Dan Jackman is a detective with the Louisville Metro Police Crimes Against Children Unit.  Det. Jackman specifically investigates the sexual exploitation of children over the internet which includes cases of child pornography, sexual enticement of children, and child prostitution.

Detective Jackman has attended numerous amounts of training in the area of child sexual exploitation and investigated over 400 cases involving such.  In addition to being a certified KELC instructor, Det. Jackman has taught classes to law enforcement on recognizing, seizing,properly transporting electronic evidence.

Detective Jackman was awarded the National Child Defender of the Month in November 2007 by the National Law Center for Children and Women from Washington D.C.  He also received a Certificate of Appreciation for his work investigating child sexual exploitation from the United States Attorney in April of 2008.

Detective Jackman has presented several seminar events that focused on Internet Predators and Internet Crime Prevention.  The audiences for these seminars have included students of public and private schools, PTAs, churches, neighborhood block watch groups, local businesses, and corporations throughout Kentucky and Southern Indiana.

 


 James, David David James has 24 years of Law Enforcement Experience.  Officer James  has worked with the Louisville Metro Police Department for 20 years.  During his service with LMPD he has served as a SWAT Team Member (Rappell Master), a Press Information Officer, a Narcotics Investigator (13 years) and FOP President.  He spent 4 years with the Kentucky Attorney General in the capacity of Chief of Investigations and Member of the Kentucky Law Enforcement Council.  Officer James is a Certified Kentucky Law Enforcement Council Instructor specializing in Pressure Point Control Tactics, STOPS, 1st Aid/CPR, Patrol Techniques, LMPD Academy, Narcotics Investigations, Taser, Certified Fitness Training and FEMA Incident Command Systems Instructor (ICS).  He is also Certified in State and Federal Courts as an Expert Witness in the fields of Narcotics and Dangerous Drugs.  He currently holds a position in Staff Services at the University of Louisville Police Department,  conducts crime prevention training and presentations, writes grants, and performs crime anaylsis.

 Keeling, Terry Terry Keeling  has a BS from Embry-Riddle Aeronautical 1983 - Professional Aeronautics and an AAS from Tidewater Community College 1981 - Computer Technology.   He is a retired Federal Civil Servant with 34 years service.  His experience includes COMNAVSPAWAR Commander Navel Space & Warfare Command in Norfold, Virginia and 27 years as a Computer Analyst/Network Design and Installer.  He has experience as a speaker and guest instructor at several computer conferences for DOD in Virginia Beach, Virginia and Karlshrue GDR  (Software, Networks, and IS).

Mr. Keeling has developed and installed networks at numerous bases for the United States Army, U.S. Air Force, U.S.  Navy and the U.S. Marine Corps invarious locales from the United States to Europe, Aisa and Central America.

Mr. Keeling is a Vietnam Veteran, and holds a USN Honorable Discharge.

 


NCPI 2009 Chris M. Keith began his policing career with the Jefferson County Police Department in 1999. He is currently an officer with the Louisville Metro Police Department.

Chris became a Field Training Officer in 2003 under the Field Training and Evaluation Program. Chris also serves with the Crisis Intervention Team and the Hostage Negotiations Team for the Louisville Metro Police.

In 2006 Chris became a KLEC certified instructor in the areas of Patrol Functions, Hostage Negations, and Crisis Intervention Teams. Chris has been certified as a Problem Based Learning Instructor and a Police Training Officer Instructor by attending instructor certification courses on these topics by the Regional Community Policing Institute at Eastern Kentucky University and the Kentucky Department of Criminal Justice Training. In addition, Chris has taught the PTO program to officers from various police agencies throughout Kentucky.

Chris is currently assigned as a full time instructor for the Louisville Metro Police Training Academy. He assisted in teaching the 40 hour PTO Certification Course to prospective Police Training Officers and Police Training Sergeants. He has also taught a familiarization course to recruits. In addition he has assisted in creating the agency specific manual/program to advance the PTO program.

 


 NCPI 2009 Steven Kraus is a Human Resources leader with over 25 years of business ownership and management experience. His area of expertise includes technical knowledge of corporate policy design, program administration, employee relations, union relation/avoidance, career and organizational development, compensation, benefits design, mergers and acquisitions. Steve has a BS in Business Administration from Indiana University Southeast.

Markum, Joe
 
Joe Markham has worked in campus security for over 20 years. Joe has a degree in Business Administration with a Criminal Justice minor from Dyersburg State and was nominated by Michael Dorn for Campus Safety Magazine’s Safety Director of the year in 2006.

 He is currently the Director of Transportation, Safety, and Security with Pine Crest Preparatory School. Since he has come to Pine Crest in 2001, Joe has accomplished many positive changes in the Transportation, Security, and Infirmary operation. So much positive improvement has been made that the Security operation at Pine Crest was recognized this past year as the model example of school security planning by the command staff of the Fort Lauderdale Police Department.

 

 


 

 

Mattingly, Terry   Terry Mattingly obtained his education at the University of Louisville and Air University (USAF) for financial analysis, management operation, skilled supervisory and emotional intelligence coaching. Currently he is President of Human Development Company, Inc. He has conducted workshops for many courses such as: Violence in the Workplace Prevention, Sexual Harrassment, Employment Involvement and Participative and Financial Counseling.

Mills, John  John Mills retired from the Louisville Metro Police Department, Louisville, Kentucky, with 35 years of law enforcement experience and over 20 years as a cerrtified law enforcement instructor, both nationally and internationally.

He has previously served as Assistant Chief of Police with his department, commanding the Technical Services and Suport Division and the Training Academy.  He also served as the Recruitment and Selection Unit commander and Hostage Negotiating Team commander.

He has served overseas as a consultant/trainer for the US Department of Justice, ICITAP program in East Timor instructing at the Timor Lorasae Police College.  He was an instructor for a 40-hour class throughout the State of Kentucky for "Making Communities Safer," for the Kentucky Regional Community Policing Institute at Eastern Kentucky University and the Department of Criminal Justice Training.   Courses were designed to help law enforcement officers to utilize Community Oriented Policing techniques in areas of School Safety, Domestic Violence, Crime Prevention, Workplace Violence, Crime Analysis, and Traffic Enforcement.  He currently serves as a consultant/trainer for the Kentucky Regional Community Policing Institute, where he developed and presented a "Terrorism Awareness  for Communities" program and "Terrorism Training for Law Enforcement" Train-the-Trainer curriculum to present to law enforcement trainers in Kentucky, Tennessee, West Virginia, South Carolina, Alabama, Mississippi, and Louisiana.

He is actively involved in his local church and holds numerous commendations and awards for community service.  In addition, he has received various departmenal awards such as the Meritorious Unit Citation, Exceptional Merit, Exceptional Valor, Medal of Merit, and the Mayor's Award for Bravery.  He is a graduate of the National Crime Prevention Institute, Administrative Officers Course, Police Executive Development, Southern Police Institute, University of Louisville, and holds a Master of Science degree in Criminal Justice.

 


NCPI 2009 Ken Morris is a Kentucky Law Enforcement Council (KLEC) Certified Instructor in several areas to include Leadership/Management. Ken also has eleven years experience as an Instructor with the Kentucky Department of Criminal Justice Training specializing in teaching leadership and related topics.

 

 


 

 NCPI 2009 James G. (Jim) Richter currently serves as the Global Security Director for Team Expansion (an international missionary organization) headquartered in Louisville, Kentucky. Jim is a Licensed Private Investigator/Security Guard Provider and an Ohio State Certified Crime Scene Technician. He holds and Associate Degree in Law Enforcement and a Bachelor of Science in Biblical Studies with concentration in Management and Ethics from Cincinnati Christian University. Jim is commissioned in the Christian Church Ministry.

Jim served in various law enforcement capacities; having served as a police officer/deputy sheriff in suburban Chicago and the Florida Keys for over 18 years as well as a Corrections Officer with the Florida Department of Corrections. He previously served as a Fingerprint Technician for the FBI in Washington, D.C. Additionally, for over twenty years, Jim worked in the private security industry in ownership and upper level management positions of contract security. He owned and operated his own company and then affiliated with Initial Security having served in Branch Manager positions as well as Central Region Special Services Manager and Corporate Support Staff. Jim did receive recognition as the Initial National Manager of the Year in 2004.

In his role as a Private Investigator/Security Consultant, Jim has consulted with churches and non-profit organizations for security assessments and instructional training for staff and members over a period of many years. He has recently conducted assessments and training in Colorado, Kentucky and Ohio.

 


Ritter, Bill  William G. Ritter is a leading authority and highly recognized speaker in the convenience store industry. His three decades of investigation and experience in the detection and prevention of loss in the retail store environment has made him an eminent authority in the loss prevention industry. As the founder of Ritter & Associates LP, Bill continues to use a hands on approach and over the years has conducted over 8,000 investigations of over 40,000 employees that has led to numerous successful prosecutions and well over four million dollars in restitution to a number of companies. Bill continues to share the secrets of his success as a nationally recognized speaker and workshop leader specializing in the area of retail loss prevention.

After serving in the Air Force Bill attended the University of Toledo, majoring in Criminal Justice. Retail loss prevention sparked his interest. This interest, combined with his entrepreneurial spirit, led to the birth of Ritter & Associates LP. Bill continued to further hone his skills through course studies at numerous schools such as Dick Arthur School of Polygragh, Gormac Polygraph School and LSI Scan along with seminars pertaining to retail loss prevention. He also founded the Retail Loss Investigation Institute, a company that conducts highly popular seminars aimed at District and Store Managers in the retail industry. These seminars focus on the prevention of loss by training field employees and owners to control and reduce employee theft.

While Bill continues to speak and lead workshops he still maintains focus in consulting with businesses on a one-on-one basis in order to develop specific loss prevention policies and procedures. His passion for loss prevention and the convenience store industry remains strong and you can find articles written by Bill in a variety of trade publications including CSP, CSN and Oil Can.

 


  

Robidas, Red  Ronald L. (Red) Robidas, M.S., CPP has over 30 years of experience in security and law enforcement. Currently, he is the Security Manager for the City of Manchester, NH and is responsible for the security of employees, buildings, offices, and city school district facilities. He's been an adjunct faculty member at the University of Louisville, National Crime Prevention Institute, Louisville, Ky since 1994. Red has served as an instructor in a number of security courses and programs including; United States Department of State Anti-Terrorism program, Oklahoma City, OK, United States Department of Housing and Urban Development Conference, Charlotte, NC, NASA Lewis Research Center, Cleveland, OH, Northern Illinois University, DeKalb, IL.,City of Dayton OH, Florida Crime Prevention Association Annual Seminar, Orlando, FL, and New England Community Policing and Crime Prevention Partnership Symposiums. Red has earned a Master of Science Degree in Security Administration and is a Board Certified Protection Professional (CPP) in the American Society for Industrial Security International (ASIS).

Schiller, Tracey  Tracy Schiller served with the Shelbyville Police Department, Shelbyville, KY from 1982 to 1989, where he rose to the rank of Captain and served as the Assistant Police Chief. From 1989 to 2003 he served with the Louisville Division of Police, Louisville, KY, where he retired as Major and Assistant Chief.

Tracy has been certified by the Kentucky Law Enforcement council as a police trainer for many years. He is certified to teach a wide range of topics from tactics to management. He is a graduate of the 65th Administrative Officers Course at the Southern Police Institute and the 200th Session of the FBI National Academy.

Tracy is currently a training specialists with the Regional Community Policing Institute at Eastern Kentucky University where he specializes in providing technical assistance to police agencies and training in the areas of instructor development and management practices that further the implementation of Community Policing and Problem Solving.

Tracy has been honored by the WLKY Spirit of Louisville Foundation Bell Awards as an Honored Volunteer during the 2001. This award was presented for service to the citizens of Louisville as Commander of the City’s Fourth Police District. In 2007 the Louisville Metro Police Department established the Schiller/Brodt award in honor of Tracy’s work with the departments training unit. This award is given annually to the most outstanding police training officer for the previous year.

 


Smith, Larry 
Larry Smith is a graduate of Indiana University's School of Education (BS 66) and served six years as a public information officer in the U.S. Air Force and Air Force Reserve.  He is a former adjunct professor of broadcast journalism at Indian University Southeast and has conducted corporate media training for more than 25 years.

Mr. Smith is a former television news director, press secretary and newspaper editor and works with executives of organizations seeking to minimize the negative public reaction to a business crisis.  Mr. Smith has more than 45 years experience in the news and public relations business.  He bagan his professional career as a photographer for United Press International and two Indiana newspapers.  He later worked as a newspaper editor and radio talk show host and managed one of the top rates news departments in the country at WHAS-TV in Louisville,  Kentucky where the station earned a National Headliners' Club award for "Outstanding News Reporting" for the year.

Larry Smith served as Press Secretary to then-Senator Dan Quayle in the mid 1980's.  As the senator's press secretary, he dealt regularly with the White House Press Office and worked daily with the national media.  Smith also guided Senator Quayle, a member of the Armed Services Committee, through the medial onslaught following the downing of a U.S. airliner over North Korea.  Mr. Smith also has experience in public relations at the local government level, serving four years as Director of Communications for Jefferson County, the larges county government in Kentucky.

Mr. Smith has conducted media training for the Indiana Sheriff's Association, the Indianan State Police and the Kentucky Department of Criminal Justice Training, among others.

 Stark, Margaret Margaret Stark is a public safety grants consultant with particular speicalization in law enforcement grants. With over 17 years experience in grant writing. Margaret has attained certification with the National Grant Writers Association to include; Senior Certified Grants Specialist, Certified Grants Administrator, Certified Grants Specialist, Certified Grants Reviewer, Certified Grants Consultant.

During her career Margaret has assisted over 10,500 law enforcement and public safety agencies in obtaining grant-related information for applications and given assistance to agencies resulting in well over $100 million in funding.

Whether working via face-to-face meetings, telephone conversations, or email correspondence, Margaret helps law enforcement agencies identify available grant monies and then provides step-by-step direction as to how agencies may secure the needed funding.

 


 

Steger, Jeff  Jeffrey J. Steger a retired Arlington County police officer an he served as a Police-School Liaison/Crime Prevention Officer during most of his career. He is a graduate of Carson Newman College. He is also a pas President of the Virginia Crime Prevention Association and is a Certified Crime Prevention Specialist by the Virginia Department of Criminal Justice Services.

Jeff is the statewide training coordinator for the crime prevention and technical assistance grant awarded to the Virginia Crime Prevention Association by the Virginia Department of Criminal Justice Services. He has served as the VCPA training coordinator for hundreds of training courses conducted in Virginia over the pas fifteen years.  He served as a member of the VCPA consultant team that provided crime prevention services to public housing communities throughout the United States from 1995 to 2001.   Jeff is the VCPA's primary consultant on youth issues and school security. He has also served as a consultant for the U.S. Department of Justice, the National Crime Prevention Council, the National Child Safety Council, the National Center for Prevention and Research Solutions, the Virginia Department of Criminal Justice Services, the Virginia Center for Policing Innovation and the University of Virginia.

Jeff was recently certified by the University of New Haven to instruct a newly developed Problem Based Learning Course to Police Field Training Officers.  He has served as a speaker at many national conferences and was instrumental in the development of an assessment process for public schools in Virginia.

 


 

 Wilkins, J.R. J.R. Wilkins is recent retiree after 20 years of police service.  He has most recently served as the Assistant Chief of Police for the Bowling Green, Kentucky Police department where he was responsible for special operations.  This assignment placed J.R. in charge of Crime analysis, warrant management, media relations, citizens police academy, the critical response team and volunteer programs.

 J.R. is a graduate of the Criminal Justice Executive Development Program at the Kentucky Department of Criminal Justice Training and the University of Louisville Southern Police Institute Administrative Officers Course(CJED), Kentucky.

In addition to his police experience J.R. has been active in Bowling Green civic affairs.  He has served as a board member of the Court Appointed Special Advocates and the Rape Crisis Center.  He has also served as chair and co-chair of Leadership Bowling Green.

J.R. is a certified instructor for the 7 Habits for Law Enforcement program.
