NCPI History
History of the National Crime Prevention Institute.
The National Crime Prevention Institute was founded by John Klotter. While visiting England in 1968, John was impressed by the crime prevention efforts that were being utilized there by law enforcement officials. This inspired him to implement the concept at the University of Louisville.
NCPI opened its doors in 1971, holding classes on the university’s Shelby Campus and operating on a grant obtained from the Ford Foundation. Additional funding received from the Department of Justice helped subsidize the project during the initial years of operation.
As time went by, NCPI grew to develop contracts with private and public vendors, most notably, the United States Air Force and focused on a basic crime prevention program which consisted of:
- Crime and Loss Prevention Practice Level I
- Crime Prevention Technology & Programming Level II
- Physical Security
- Crime Prevention Through Environmental Design
- College and University Security
In 2005 NCPI restructured and broadened its focus beyond the spectrum of crime prevention to meet the demands and training needs of our students. With these changes, the decision was made to give NCPI an overall new look which included a name change to reflect this new and improved institution. NCPI briefly functioned as the Institute for Community Security & Public Safety (ICSPS). NCPI now offers not only professional development courses, but personal enrichment courses as well. Our goal is to meet the educational and training needs of those who practice in the law enforcement and security realm as well as those who are simply interested in security for personal awareness.
