Background History

In 1990, the University of Louisville was awarded a federal grant from HRSA to develop two HETCs in collaboration with the AHEC program. The HETCs focused on the unique and chronic needs of Kentucky's most underserved areas in the South Central (SC) and Southeast (SE) regions of the state. Through health professions student training, continuing education, community health education and health careers preparation and education, the SC and SE HETCs partnered with local schools, community organizations and health care providers to address the long standing needs of residents in Kentucky's Appalachian region. 

In 2000, the Kentucky HETC project was expanded to now include three regional HETC projects - SC, SE and Northwest and statewide initiative for Kentucky's vulnerable populations (KVP) including the growing Hispanic population. This statewide initiative provides cultural competency training and education for health professions students and practitioners, culturally appropriate health education and health promotion activities, and health careers awareness, promotion and educational preparation for young students.

In 2002, two competive continuation grant application were submitted to HRSA to expand and enhance the HETC program throughout the state. Both the UofL and UK HETCs sponsor activities to address the severe and persistent unmet needs of special populations.

Program Highlights

  • The SC HETC was a key component in the establishment of a community-based family medicine residency program and Emergency Paramedic Program in south central KY

  • The SC HETC established the Science and Math Academy for Rural Teachers (SMARTS)

  • The SC HETC developed an injury prevention initiative emphasizing farm safety

  • The SE HETC responded to the lack of health education in local schools by implementing health education programs in nutrition, personal hygiene, HIV/AIDS, drinking and driving avoidance, bicycle, water and ATV safety, peer mediation, and tobacco use avoidance.

  • The Northwest HETC implemented violence prevention/conflict resolution programs through Boys and Girls Clubs

  • The Northwest HETC implemented cultural competency training for health care providers and students Through the KVP HETC, cultural sensitivity training has been implemented in many areas of KY for health professionals, administrators, students and volunteers

  • The KY HETC is partnering with several other community organizations such as the Migrant Network Coalition, Latino Health and Safety Fair, Hispanic Coalition, African Americans for Wellness, African American Health Network, and local schools.
