Dr. Tobias provides outpatient psychiatric services at the Veterans Administration Medical Center Community Based Out Patient Clinic (CBOC). She obtained her medical degree from Cebu Institute of Medicine. Dr. Tobias completed her general psychiatry residency training at the University of Louisville. She received her board certification in psychiatry in 1981. In addition to her clinical service, she supervises psychiatry residents and medical students during their VA rotation. Dr. Tobias lectures on forensic psychiatry to junior medical students and cultural diversity to second year psychiatric residents. She serves on several regional boards as Chairperson of the Diversity Committee, KPMA, Member of Executive Council, KPMA and Board of Directors, Filipino American Heritage Association. In addition, she served as the Special Emphasis Program Coordinator of the Asian Pacific Islander program at the VAMC. On a national level, she is on the Board of Trustees of the Philippine Economic and Cultural Endowment. Dr. Tobias is a Distinguished Life Fellow of the American Psychiatric Association.
