KPPC Pollution Prevention (P2) Program
Results from a National Pollution Prevention Roundtable study show that between 2001 and 2003, 29 pollution prevention (P2) programs in the United States prevented 6 billion pounds of pollution, reduced energy usage by 1.2 billion kilowatt hours and conserved more than 44 billion gallons of water. These measures resulted in more than $500 million in cost savings. This shows that sustainable environmental performance is not simply a nice afterthought of doing business – it’s a necessity.
The Kentucky Pollution Prevention Center (KPPC) is proud to count itself as Kentucky’s only state-mandated P2 technical assistance resource. As such, the Center offers a variety of services that promote, implement and enhance its clients’ P2 initiatives. These services help Kentucky businesses, industries and other organizations reduce or eliminate waste at the source by modifying production processes, promoting the use of non-toxic or less-toxic substances, implementing conservation techniques and reusing materials. They also demonstrate how investments in responsible environmental stewardship provide financial pay-backs, improved state and federal resources (not penalties), recognition opportunities and more.
ON-SITE P2 ASSESSMENTS
One of the most important services that KPPC provides is its FREE, CONFIDENTIAL, and NONREGULATORY on-site pollution prevention (P2) assessments to assist clients with problem waste streams.
The P2 assessment focuses on the sources, quantities and costs of hazardous and nonhazardous solid wastes, emissions to the atmosphere and wastewater discharges.
Assessments are completed by KPPC engineers and P2 specialists with assistance provided by student engineers from the University of Louisville’s J.B. Speed School of Engineering. Each assessment team provides a wide range of experience and knowledge to address the individual needs of the Center’s clients.
How the P2 Assessment Works
KPPC’s on-site P2 assessments are designed to familiarize clients with the basic concepts of pollution prevention and help clients take ownership of their own P2 policies and practices.
Throughout the assessment process, KPPC’s technical staff reviews operational procedures and waste management concerns through pre-assessment interviews with the client and on-site assessment visits to the client’s facilities.
KPPC evaluates the technical and economic feasibility of possible solutions to problem waste streams. Activities and equipment or operating changes are assessed for their overall effects on waste generation. Economic evaluations calculate standard measures of profitability, such as simple payback. P2 recommendations consider economic impacts that include impacts to revenue, disposal costs, operating and maintenance costs and direct implementation costs (i.e., equipment purchase, installation, training, maintenance, etc.).
KPPC then provides the client with a P2 Assessment Report, which outlines KPPC’s findings and recommendations to improve business operations through environmental performance. Results of the P2 Assessment Report are the sole property of the client. KPPC will not publish, divulge, share or otherwise distribute assessment report results unless given permission to do so by the client. No other agency – regulatory or nonregulatory – has access to these confidential reports.
Within a few months after the client receives the P2 Assessment Report, KPPC representatives conduct a post-assessment follow-up with the client to ensure satisfaction and to collect implementation data for assessment recommendations. KPPC is also available to the client for further assistance if needed.
Before the P2 Assessment
To facilitate the process, P2 assessment participants must complete and submit a KPPC P2 Pre-Assessment Questionnaire. This questionnaire assists KPPC with identifying the amounts and types of wastes that the client produces, existing P2 measures and current needs of the client’s facility. All information is confidential and will be used for a NONREGULATORY review of facility operations in order to assist with developing a site-specific P2 plan for the client.
