William F. Walsh is the Director of the Southern Police Institute and Professor in the Department of Justice Administration at the University of Louisville. He holds a B.A. in Behavioral Sciences and an M.A. in Criminal Justice from John Jay College of Criminal Justice and a Doctor of Philosophy in Sociology from Fordham University. He is responsible for all educational and professional development course offerings of the Southern Police Institute. Many of his students hold command positions in police agencies throughout the United States, Europe and the Pacific-Rim nations.

A former member of the New York City Police Department with twenty-one year’s service, he has conducted research on police and security issues and published a number of articles and books on police administration and management. He has been a consultant to numerous law enforcement agencies as well as the national police forces of Hungary and Romania. The Academy of Criminal Justices Sciences awarded him the “O.W. Wilson Award” in recognition for his Outstanding Contributions to Police Education, Research, and Practice at their annual meeting in 1999.

Before coming to the University of Louisville he was a member of the administration of justice faculty at The Pennsylvania State University, where he received the National Continuing Education Association Faculty Service Award in 1988. In 2003, he received the "Governors Award" for his outstanding contributions to Kentucky's Law Enforcement.
