University Temporary Services Handbook

Welcome to University Temporary Services (UTS). We are delighted to be working with you! The mission of this office is to supply quality temporary support to the various departments across the three campuses at the University of Louisville.

While working as an employee of UTS, you will encounter a wide variety of offices and duties. If you approach each assignment with an attitude of service and helpfulness, you will learn a great deal about the University and its departments and schools. This can be an excellent opportunity for you, especially if regular/full-time employment within the University is your goal. Quality work performed by UTS employees ensures continued use of your services and ours. Your dedication and commitment to providing the best possible service is the cornerstone of fulfilling our mission. The University is an exciting place to be, and we hope you will enjoy being a part of the UofL community!

Employees who are well informed best serve the University. Job duties, length and location of assignment and rate of pay will be discussed with you prior to starting your assignment. Your UTS representative will assist you with any questions or problems which may arise during your temporary employment.

When you acquire new skills, be sure to let us know! This will enable us to place you in more challenging and interesting jobs. Please read the following pages, as they contain helpful information about the procedures and guidelines that will help you as you begin your work experience with University Temporary Services.

BENEFITS

UTS employees are designated as temporary when employed in a position which is likely to require the services of an employee for six months or less. Consequently, they do not qualify for paid vacation, paid sick leave, paid holidays, tuition remission, health insurance or life insurance through the University. However, there are certain benefits to which they are entitled:


CARDINAL CARD

As a UTS employee, you will receive a UofL temporary employee identification card. Cards may be obtained from the Campus Card Office in the Houchen’s Building on the Belknap Campus, or on the Health Sciences Campus on Tuesdays from 2-4 p.m. in the Abel Administration Building. Additional information and maps of each location can be found at: http://louisville.edu/campuscard. Campus Cards are required to purchase parking permits, as well as to take advantage of the following benefits:


Belknap Theater

Temporary employees may purchase season tickets at a discounted rate.


University Gymnasiums

There are several recreational facilities available to you as a temporary employee of the University. More information, including hours of operation and location, can be found at http://campuslife.louisville.edu/intramurals/facilities.


University Libraries

Your Cardinal Card will allow you to use the many services at various libraries at the University. For more information go to: http://library.louisville.edu/


TARC Bus Pass

Your Cardinal Card just became even more valuable! With a current UofL Campus Card you can ride anytime, anywhere on TARC FREE. Yes, you heard that right, FREE! UofL Student, Faculty, Temporary, or Staff Campus Card I.D’s are good as a TARC Monthly Pass (a $28.00 a month value).* Just show your Card to the bus driver and get on board.

HOLIDAYS

UTS employees do not receive holiday pay. However, the following holidays are observed at UofL:

  • New Year's Day

  • Martin Luther King Day

  • Memorial Day

  • Independence Day

  • Presidential Election Day

  • Labor Day

  • Thanksgiving Day and the following Friday

  • Christmas Day and additional days as assigned by the University for Winter Break*

When a holiday falls on Saturday, the holiday will be observed on the preceding Friday. When a holiday falls on Sunday, the following Monday will be observed. The specific dates of holidays can be found at the following link: http://www.louisville.edu/ur/onpi/infoctr/holidays.htm

* Some units may request UTS employees to work in the offices during Winter Break

TRAINING

Training in the form of a self-paced tutorial is available to all active UTS employees. You may select specific levels from basic to advanced; and repeat as needed. In order to assure time on the tutorial please call 852-6889 to schedule an appointment. Current training programs are available in Microsoft Office 2000, for Word, Excel, Access and PowerPoint.

PAY

Temporary employees are paid on a biweekly basis, every other Friday. All temporary employees are required to have their pay electronically transmitted to a financial institution.  There are multiple options to receive net pay electronically. Earnings may be deposited directly into a checking or savings account at the employee's preferred bank or credit union. Employees also may opt for a plastic paycheck, which is a non-expiring, stored-value debit card that may be used without charge anywhere a Visa card is accepted.

DIRECT DEPOSIT

Direct deposit will usually start with your second check. Calendar year-to-date totals are calculated and displayed after each payroll, but these calculations are not stored anywhere on the system for future reference.

You can determine if your direct deposit is in the system very easily. A pay stub can be reviewed by the employee online on ULink. Direct deposits will have a paycheck number starting with an "8". Paper checks will have a paycheck number starting with a "6".

Your first check and any special checks will be distributed at Human Resources located at 1980 Arthur Street.

Reading Your Pay Stub Online

If you have signed up for direct deposit, you will not be mailed a pay stub. It is your responsibility to go online to ULink and print it out for your records.

  • Type in your user name and password (the same as your GroupWise account).

  • Select the faculty/staff services tab.

  • Go to the personal information section, and then select paycheck.

  • Each pay period, make sure that the net pay distribution says “direct deposit.” If it says “check” you will have to pick it up at Human Resources.

OVERTIME PAY

To be eligible for overtime pay you must work more than forty hours in one week. You will be paid one and one half times your regular rate of pay for any hours worked over forty (40). Overtime must be pre-approved by your supervisor.

TIMESHEETS

All temporary employees are to report their time biweekly as follows:


  • Fax (1) copy of the original time sheet, signed and approved by your supervisor, to Temporary Services at 852-5665 every other Wednesday by 5:00 p.m. as scheduled for work performed Thursday through Wednesday of the last two weeks.

  • Make yourself and your supervisor a copy. Mail the signed original to Temporary Services, via University Mail, no more than three days later.

It is a mandatory condition of employment for each employee to submit detailed, accurate and punctual time sheets. Late time sheets (after 10:00 a.m. Thursday morning) will not be processed until the following pay period. You will be paid for all hours worked, excluding lunch.

It is your responsibility to call Temporary Services at 852-6889 or send an email to tempserv@louisville.edu to confirm receipt.

CALCULATION OF HOURS

For your reference only, you are not required to calculate hours.

  • 4 to 9 min .1 hour

  • 10 to 15 min .2 hour

  • 16 to 21 min .3 hour

  • 22 to 27 min .4 hour

  • 28 to 33 min .5 hour

  • 34 to 39 min .6 hour

  • 40 to 45 min .7 hour

  • 46 to 51 min .8 hour

  • 52 to 57 min .9 hour

  • 58 to 1 hr & 3 min 1.0 hour

JOB ASSIGNMENTS

Job orders are received from University departments from one hour to several weeks before a temporary employee is needed. Occasionally, we will call you to report to work as soon as possible, but we try not to make this a regular practice. Our staff normally does not schedule work assignments more than a few days in advance. This is done to avoid conflicts in the event the plans of the employee or department change.

Just as a job assignment can begin at any time, it can also end at any time. Every effort will be made to give you as much notice as possible, but there will be times when notice will be short.

If, for some reason, you are not able to complete an assignment, please give us as much notice as possible (minimum of 3 days). Adequate notice will enable us to replace you with another temporary employee with no disruption in service to the department.

If you will be out of town or unavailable for more than two days, please call the UTS office. Good communication will prevent time and effort being wasted in an effort to contact you.

When your supervisor notifies you that the assignment is ending, it is your responsibility to let the UTS office know the date you will be available for new assignments.

SALARY DETERMINATION

The skills, experience, and other requirements requested by the department (job description) determine the pay rate for any assignment. You will not always be assigned to jobs requiring your highest level of skills.

DRESS

Employees are expected to dress appropriately for an office setting at the University. Casual sportswear, including blue jeans, is not considered appropriate for work in most locations. We will let you know the expected dress code when placing you on assignments. When in doubt always err toward the side of professionalism. Each employee is expected to maintain a high level of cleanliness and personal hygiene. Presenting a professional image is of the utmost importance as you seek regular employment with the University.

SUPERVISION

The program coordinator of UTS is your direct supervisor and assumes responsibility for hiring, job placement, any disciplinary action, performance appraisals, and terminations of service. However, the Manager of Employment/Temporary Services has final authority.

When you receive a work assignment, you will be given the name of the person to whom you should report. That person (or someone appointed by that person) will designate the tasks for you to accomplish and instruct you in procedures specific to that office. Your departmental supervisor will set your hours of work, designate break and lunch times, verify your work hours by signing your biweekly time sheet, and authorize any one-day absences or tardiness. In most instances, problems related to work in a specific office should be resolved in that office. When such problems cannot be settled amicably, the supervisor of Temporary Services will intercede, as needed.

ATTENDANCE

The importance of attendance and punctuality cannot be overemphasized. Failure to report to work or an unauthorized absence for three consecutive workdays will be considered abandonment of the position. We will assume that you have resigned. As indicated above, we strive to hire and maintain quality, skilled individuals who take pride in the work they do for the University of Louisville. If an individual cannot maintain those standards, we have no choice but to terminate his or her employment.

Every employee is expected to be at work when scheduled and to arrive on time. On your first day of an assignment we will call the department to verify your arrival.

On those rare occasions when you must be absent or tardy due to unavoidable circumstances, please call the office to which you are assigned, as well as the UTS office, as soon as possible.

Calling the office to which you are assigned, as well as the UTS office, helps us to place additional help in the office, if such help is needed. In the event of snow or other inclement weather conditions, tune to WUOL 90.5 FM, or log on to the University home page (http://www.louisville.edu) for official University announcements. Cancellation of classes does not always mean offices and clinics are closed. Local TV stations also carry updates.

Remember, your attendance, punctuality, dependability and attitude reflects not only upon you, but the other employees of UTS as well. The manner in which you conduct yourself is a measure of the credibility of our service to the University.

WORK PERFORMANCE

We strive to hire only qualified professional minded individuals who take pride in their work. A friendly, cooperative spirit, flexibility, and a helpful attitude are strong assets departments look for in hiring temporary employees.

Be punctual, show initiative, and have a willingness to help. You are being paid for the hours worked, and the department needs your help in getting the job done. Ask questions about your job so you know what is expected. Remember an attitude of service is the key to success!

After you complete each assignment, UTS will ask for a Performance Appraisal from the supervisor you reported to, which will be placed in your file.

TERMINATIONS

Employees leaving UTS, including those who are being hired into a regular position within the University, are required to supply Temporary Services with reasonable notice before leaving their assignments. We expect a minimum of three days notice. This notice allows us to find a replacement to complete the assignment. If the required three day notice is not given, the employee will be immediately terminated and will forfeit any consideration for future UTS employment.

Failure to report to work or any unauthorized absence for three consecutive workdays will be considered abandonment of the job. We will assume that you have resigned. If an individual cannot maintain those standards, we have no choice but to terminate his/her employment. Failure to adhere to the policies as laid out in the handbook can result in termination.

SIX MONTH LIMIT

According to the University of Louisville policies and procedures:

PER-2.09 May 1, 1992 Temporary Employment

I. POLICY AND/OR OBJECTIVE

  1. Temporary appointments may be made to any staff position which the employing administrative head attests to be temporary. A temporary appointment is made to a position which is not likely to require the services of an employee for a period of more than six calendar months. Temporary appointments will normally not exceed six months, but in exceptional situations an extension of an additional six-month period may be approved by the Associate Vice President for Human Resources upon recommendation of the department head/dean.

Therefore, a temporary assignment will not exceed six months unless given appropriate approval. Please note that the six month limit only applies for a single assignment. A temporary employee does not have a limit on how long they work as a temporary with UTS.

As a University Temporary Services employee we expect you to adhere to the policies and procedures as outlined in this manual. We also expect you to conduct yourself in a professional manner and to remain productive throughout your assignment.

MISCELLANEOUS

PARKING

UTS employees can purchase monthly temporary parking passes for all three UofL campuses. Parking permits may be purchased from the Department of Public Safety. You will need to present your UofL ID card. The type of pass and lot location will depend on the availability of parking passes and will be determined by the Department of Public Safety. There are two parking office locations:

ELECTRONIC MAIL (GROUPWISE ACCOUNT)

UTS will authorize a personal e-mail account. In addition to the policies set forth in the usage agreement by the University, UTS requires that this account is to be used for work related communication only and will be canceled if necessary.

Once you have been given your user name (either by calling UTS at 852-6889 or looking it up in the GroupWise Address Book) you can log in the first time.

Your temporary password will be the first two letters of your first name, then the first two letters of your last name, and then the last four digits of your employee ID number (FFLL####).

On the first use of this temporary password it will immediately expire and you will be asked to create your own password. As you go from one assignment to another, this email address will remain with you.

CONFIDENTIALITY

As a UTS employee, you may have access to confidential files and other privileged information. Divulging confidential information is grounds for immediate dismissal. Inquiries from the media should be referred to your supervisor and/or department manager.

WORK RELATED ACCIDENTS

All UTS employees are covered by the University's workers compensation coverage for a work-related injury or illness.  If you have a work-related injury or illness, please notify your supervisor and the UTS office immediately.  The workers compensation claim information sheet and required forms can be found at http://louisville.edu/riskmanagement/workerscomp.   The completed forms should be faxed to the Risk Management Office at 852-0740 as soon as possible.  If you have any questions on how to file a claim, please call 852-6925.
