University Temporary Services Handbook
Welcome to University Temporary Services. The mission of this office is to supply quality temporary support to the various departments across the three campuses of the university. We also provide support to departments by offering typing services in our office using WordPerfect.
As a service operation, UTS is provided space and utilities by the university, but does not receive state general funds. We must earn our entire budget.
While working as an employee of UTS, you will encounter a wide variety of offices and duties. If you approach each assignment with an attitude of service and helpfulness, you will learn a great deal about the university and its departments and schools. This can be an excellent opportunity for you, especially if regular/full-time employment with the university is your goal. Quality work performed by UTS employees insures continued use of our services. Your dedication and commitment to providing the best possible service is the cornerstone of UTS fulfilling it's mission. The university is an exciting place to be, and we hope you will enjoy being a part of the U of L community!

Benefits
Although UTS employees do not qualify for the benefits of paid vacation, paid sick leave, holiday pay, tuition remission, health insurance or life insurance through the university, there are certain benefits to which you are entitled.
UTS will issue an identification card to each employee. This I.D. card is valid through the end of the fiscal year and can be renewed in the UTS office. I.D. cards are required to purchase parking permits as well as to take advantage of the following benefits:
- Belknap Theater - Temporary employees may purchase discount season tickets at the Faculty/Staff/Student rate.
- University Gymnasiums - Temporary employees may use the swimming facilities in the Crawford Gym, Belknap Campus. A schedule for hours of operation may be obtained in the HPER Office located on the first floor of the gym. The Student Activities Center (SAC) building also contains a gym on the first floor at the Intramural Office. You will need to show your I.D. card before using the facilities.
- University Libraries - Temporary employees may use their I.D. card to check out books and journals. Contact the circulation desk for instructions.
- TARC BUS PASS - Your UofL I.D. just became even more valuable! With a current UofL I.D. you can ride anytime, anywhere on TARC FREE. Yep, you heard that right, FREE! UofL Student, Faculty, Temporary, or Staff I.D.'s are good as a TARC Monthly Pass (a $23.00 a month value)* Just show a valid UofL I.D. to the bus driver and get on board.
Training
Training in the form of a self-paced tutorial is available to all active UTS employees. You may select specific levels from basic to advanced; even repeating same lessons. In order to assure time on the tutorial please call 6889 to schedule an appointment. Current training available in:

Work Performance
We strive to hire only qualified professional minded individuals who take pride in their work. A friendly, cooperative spirit, flexibility, and a helpful attitude are strong assets to temporary employees. When a department calls us for assistance, they are already under stress. Try to be helpful as soon as you arrive and show as much initiative as you can. You are being paid for the hours worked, and the department needs your help in getting the job done. Ask questions about your job; you need to know what is expected. Remember an attitude of service is the key to success.
After you complete each assignment, a PERFORMANCE APPRAISAL will be sent to your supervisor in the department. When the appraisal is returned to UTS, it will be placed in your file. Should a negative appraisal be received, you will be contacted for a personal interview to discuss the matter in detail. If you do not attend the scheduled appraisal meeting, you will not be placed on other assignments. If we receive two negative appraisals of your work, this will be considered grounds for dismissal from Temporary Services.
Failure to report to work or an unauthorized absence for three consecutive workdays will be considered abandonment of the position. We will assume that you have resigned. As indicated above, we strive to hire and maintain quality, skilled individuals who take pride in the work they do for the University of Louisville. If an individual cannot maintain those standards, we have no choice but to terminate his or her employment.

Job Orders - Scheduling
Job orders are received from university departments from one hour to several weeks before a temporary is needed. Occasionally, we will call you to report to work as soon as possible, but we try not to make this a regular practice. Our staff normally does not schedule work assignments more than a few days in advance. This is done to avoid conflicts in the event the plans of the employee or department change.
Just as a job assignment can begin at any time, it can also end at any time. Every effort will be made to give you as much notice as possible, but there will be times when notice will be short. When your supervisor notifies you that the assignment is ending, it is your responsibility to let the UTS office know the date on which you will again be available for assignments.
If, for some reason, you are not able to complete an assignment, please give us as much notice as possible. Adequate notice will enable us to replace you with another temporary employee with no disruption in service to the department. If you will be out of town or unavailable for more than two days, please call the UTS office. Good communication will prevent time and effort being wasted in an effort to contact you.

Salary Determination
The skills, experience, and other requirements requested by the department determine the pay rate for any assignment. You will not always be assigned to jobs requiring your highest level of skills.

Attendance
The importance of attendance and punctuality cannot be overemphasized. Every employee is expected to be at work when scheduled and to arrive on time. On your first day of an assignment we will call the department to verify your arrival. On those rare occasions when you must be absent or tardy due to unavoidable circumstances, please call the office to which you are assigned, as well as the UTS office, as soon as possible. This helps us to place additional help in the office, if such help is needed. In the event of snow or other inclement weather conditions, tune to WUOL 90.5 FM, or log on to the University home page (WWW.LOUISVILLE.EDU) for official University announcements. Cancellation of classes does not always mean offices and clinics are closed. Local TV stations also carry updates.
Remember, your attendance, punctuality, dependability and attitude reflect not only upon you, but the other employees of Temporary Services as well. The manner in which you conduct yourself is a measure of the credibility of our service to the university.

Supervision
The supervisor of UTS is your direct supervisor and assumes responsibility for hiring, job placement, any disciplinary action, performance appraisals, and terminations of service. The Manager of Employment/Temporary Services however has final authority.
When you receive a work assignment, you will be given the name of the person to whom you should report. That person (or someone appointed by that person) will designate the tasks for you to accomplish and instruct you in procedures specific to that office. Your departmental supervisor will set your hours of work, designate break and lunch times, verify your work hours by signing your weekly time sheet, and authorize any one-day absences or tardiness. In most instances, problems related to work in a specific office should be resolved in that office. When such problems cannot be settled amicably, the supervisor of Temporary Services will intercede, if requested.

Time Sheets
All temporary employees are to report their time bi-weekly as follows:
- Complete the electronic timesheet found on the Temp Serivces website and then print out when completed.
- Fax (1) copy of the original time sheet, signed and approved by your supervisor, to Temp Services at 852-5665 every other Wednesday by 5:00 PM as scheduled for work performed Thursday through Wednesday of the last two weeks. It is your responsibility to call Temporary Services at 852-.2019 or 852-6889 to confirm receipt.
- Then, after making yourself and your supervisor a copy, mail the "signed" original to Temp Services, via University Mail, no more than three days later.
It is a mandatory condition of employment for each employee to submit detailed, accurate and punctual time sheets. Late time sheets (after 10:30am THURSDAY morning) will not be processed until the following pay period.
You will be paid for all hours worked, excluding lunch. To be elgible for overtime pay you must work more than forty hours in one week. You will be paid one and one half times your regular rate of pay for any hours worked over forty (40).
Time sheets may be delivered to the UTS office, located in the Personnel building at the corner of Arthur & Brandeis Streets. A drop box is located at the entrance to the Personnel offices in the event you must deliver your time sheet after our office closes at 5:00 PM.

Payday
Employees are paid on a biweekly basis, every other Friday. For a schedule of when you will be paid, please see the calendars for payments and time sheets. Your first check and any special checks will be distributed at Human Resources located at 1980 Arthur Street in Louisville, KY. Direct deposit checks will start usually with your second check. Hopefully everyone should be routinely printing their pay stub after each processing cycle. This is an important procedure for everyone. Calendar year-to-date totals are calculated and displayed after each payroll, but these calculations are not stored anywhere on the system for future reference.
Has my direct deposit started? This can be determined very easily as the pay stub is reviewed by the employee on line in PeopleSoft. Direct deposits will have a paycheck number starting with a "7". Paper checks will have a paycheck number starting with a "5".
Work Related Accidents
All UTS employees are covered by workers' compensation under the State law of Kentucky. If you should be injured on the job, you must notify your supervisor and the UTS office immediately and a form IA-1 First Report of Injury form must be completed within 48 hours of the injury. At time of employment you are issued a separate card identifying you as an employee of the university including a list of MANAGED CARE PROVIDERS. This card must be carried with you at all times and presented at time of treatment.

Parking
UTS employees are allowed to park in green parking lots only. Parking permits may be purchased from Department of Public Safety at $10 per month for Green Parking, $15 for Blue (NO BLUE AVAILABLE ON HEALTH SCIENCE CAMPUS). You will need to present your UTS identification card. There are two locations:
- Belknap Campus - Ground floor, new parking garage on Floyd Street, adjacent to the Student Activities Center. Hours are: Monday-Thursday, 7:30 a.m. - 7:30 p.m.; Friday, 7:30 a.m.- 5:00 p.m.
- Health Sciences Center - Ground floor, new parking garage, right side of Chestnut Street between Floyd and Jackson Streets. Hours are: Monday - Friday, 7:30 a.m. - 5:30 p.m. Closed 1-2 for lunch.
Messages
Your work location and/or personal information will not be released to callers. We will take the caller's name and number and forward to you.
Confidentiality
As a UTS employee, you may have access to confidential files and other privileged information. Divulging confidential information is grounds for immediate dismissal. Inquiries from the media should be referred to your supervisor or department manager.

Holidays
UTS employees do not receive holiday pay. However, you should be aware of the following holidays observed by the university.
New Year's Day
Martin Luther King Day
Memorial Day
Independence Day
Presidential Election Day Labor Day
Thanksgiving Day and the
following Friday
Christmas Day and additional days*assigned by the university.
When a holiday falls on Saturday, the holiday will be observed on the preceding Friday. When a holiday falls on Sunday, the following Monday will be observed.
* Some units may request UTS employees to work in the offices during the Christmas break
E-mail (GroupWise Account)
UTS will authorize a personal e-mail account if required by department as part of duties. In addition to the policies set forth in the usage agreement by the university, UTS requires that this account is to be used for work related communication only and can be canceled as UTS deems necessary.

Terminations
Employees leaving UTS, including those who are being hired into a full-time position within the university, are required to supply Temporary Services with reasonable notice before leaving their assignments. We expect a minimum of three days notice. This notice allows us to find a replacement to complete the assignment.
