How Are Nonresident Aliens Handled?
If you're a nonresident alien--that is, if you're here from another country and don't have a green card--you can claim only one withholding allowance. This holds true unless you come from Canada, Mexico, Japan, or the Republic of Korea, in which case you can claim as many allowances as apply to you.
