Responsible for procurement of assigned set of commodities and services requiring the exercise of discretion, judgment and knowledge of state procurement laws. Solicit bids, establish price contracts, monitor vendor performance, expedite deliveries and educate University departments on purchasing policy and procedures. Solicit proposals to establish contracts for services by competitive negotiation. Responsible for direct supervision of the Buyer Assistant assigned to the team; occasionally in charge of the department in the absence of both the Director and the Assistant Director.
Duties and Responsibilities
Purchase equipment, supplies and services for assigned commodities.
Develop specifications for requisitions that require bidding; solicit bids, tabulate responses and award contracts.
Review and approve routine electronic requisitions. Application of Purchasing Policies, Procedures and state law to assigned procurement responsibilities and ability to convey same to University departments.
Issue Request for Proposals in order to award contract by competitive negotiation; conduct negotiations with responsive bidders and preside over evaluation committee.
Exercise administrative supervision for the Buyer Assistant assigned to their team and provide training.
Monitor purchases from minority and women-owned firms. Maintain statistics, generate reports quarterly. Work with construction buyer to factor in subcontractor figures from construction projects. Produce annual report for Kentuckiana Minority Supplier Development Council and special reports for University administration.
Participate in professional development activities, membership in professional organizations, attendance at seminars and pursuit/renewal of CPM designation.
Knowledge, Training and Skills
Four year college degree in Business Management with Purchasing or Materials Management courses.
Four years of related experience. An equivalent combination of education, training and/or experience may be substituted for the requirements noted.
