Job Title: Assistant Director, Purchasing

Directly supervise the Buyer teams and the Purchasing Operations Manager. Process all Personal Services Contracts. Assist the Director of Purchasing in preparing budgets, developing Purchasing policies and procedures, establishing and achieving annual goals and objectives, implementing audit recommendations, and all other phases of the operation of the Purchasing Department and related subunits, i.e., Central Receiving, Stockroom, Inventory Control and Surplus Property.
Duties and Responsibilities
Supervise, assist and support the Buyer Teams. Conduct performance evaluations on Buyers and Purchasing Operations manager. Participate in employment interviews to fill vacant positions.
Review and process all Personal Services Contracts, communicating with University Counsel, Vice-President for Finance and Administration and the Legislative Research Commission.
Explain and interpret University Purchasing Policies and procedures; conduct Purchasing Basics workshops by appointment; assist with preparation and presentation of UBA classes and other training workshops as necessary.
Assist Director of Purchasing in development and implementation of annual goals and objectives; work with internal/external auditors identifying and implement audit recommendations; developing Purchasing policies and procedures, and assist with annual budget preparations and merit increase assignments.
Review and approve requisitions against Personal Services Contracts. Review and determine appropriate action on non-routine requisitions and contracts. Handle competitive negotiations on some "high visibility" issues such as TV Broadcast Rights, Presidential Search.
Knowledge, Training and Skills
Four year college degree in Business Management with emphasis on Commercial Law and Purchasing. "Certified Purchasing Manager" certification required.
Six years of related experience. An equivalent combination of education, training and/or experience may be substituted for the requirements noted.
