To post an announcement:

In your folder, select "news item" from the add item (add to folder) menu.
Fill-in the title, and add a brief announcement in the description field.
Add details into the body text area (you must have something here.
Save the page
Finally, to post it to the right column, select 'publish" from the 'state' drop-down.
