Mitchell H. Payne, Senior Associate Vice President for Business Affairs is currently serving the capacity as the Interim Vice President for Business Affairs.  Mitchell has served the University of Louisville as an associate vice president since 1990.

His responsibilities include the following: business and finance; human resources and affirmative action; physical plant operations; facilities master planning; construction and renovation; campus police; parking and transportation; food services and vending; and bookstore operations.

Mitchell is a 1972 graduate of Western Kentucky University with a major in government/history. He has a Master of Public Administration and Urban Affairs degree from Western Kentucky University in 1973 and a Juris Doctorate degree from the University of Louisville, Kentucky in 1978.

Prior to joining the University of Louisville Mitchell served the Commonwealth of Kentucky Commission for Administration during successive governorships of the Honorable Martha Layne Collins and Wallace G. Wilkerson.  Mitchell also served as a staff member to Congressman Romano L. Mazzoli in Washington, D.C. and as an adjunct associate professor of Public Affairs for Kentucky State University.

Mitchell was the founding President of the Kentucky Bluegrass Chapter of the National Forum for Black Public Administrators (NFBPA).  In both 1999 and 2007 Mitchell received the NFBPA Distinguished Educator Award.  Additionally, he served as Director, Officer of Minority Affairs at UofL from 1973-1985.

Mitchell serves on the Louisville Sports Commission and completed the Leadership Louisville’s Bingham Fellow program in 2013.
