In the absence of Professor Harris, the Assembly was chaired by Professor Dennis Hall, who called the meeting to order at 3:10.

The Chair reported that the Assembly had moved seriatim through Article 1, Section 1 and Section 2 of the document at its last meeting and would begin with Article 1, Section 3. Probationary Appointments.

1.3.B. Instructors:

Discussion included Professors Pfeffer, Weissbach, and Maloney.

1.4. Tenure Appointments:

Professor Wise clarified that shared tenure appointments are no longer included in the document.

2.1. Annual Reviews:

The Chair recognized Professor Byers who moved to postpone discussion of this section until the step-scale proposal was returned to the House. The motion to suspend discussion seriatim was seconded.

Discussion included Professors Covell, Byers, Pfeffer, Ferre, and Cumbler.

Hearing no call for further discussion, the Chair put the motion to suspend discussion seriatim. The motion failed with 25 for and 27 opposed.

2.1.B. Procedure:

The Chair recognized Professor Byers who moved to amend 2.1.B.3 by adding at the end of the first sentence ", including copies of results of student evaluations for all courses taught at the University of Louisville during the review period."

The motion was seconded.

Discussion included Professors Pfeffer, Wise, Maloney, Weissbach, Byers, and Theriot.

Hearing no call for further discussion, the Chair put the question and the motion to amend carried.

2.1.B.8:

Discussion included Professor Pfeffer.

2.1.C. Distribution of Funds:

Discussion included Professors Pfeffer, Ferre, Wise, Maloney, Leuthart, John, Billingsley, and Schwartz.

2.1.C.4.

Professor Byers moved to amend 2.1.C.4 by adding the sentence "In the case of appeals of recommendations for no salary increase, the entire review file shall also be forwarded to the Provost." The motion was seconded.

Discussion included Professors Maloney, Covell, Billingsley, and Pfeffer.

Hearing no call for further discussion, the Chair put the question and the motion carried.

The house then returned to a discussion of 2.1.A. Annual Review/Areas of Activity.

Discussion included Professors Billingsley, Weissbach, Perlin, Ferre, Covell, Maloney, Pfeffer, Ryan, and Riedel.

Professor Maloney moved to strike "only" in the final sentence of 2.1.A: "Evaluations must consider only those areas of activity for which the approved annual workplan indicates a faculty member's responsibility." The motion was seconded.

Discussion included Professors Weissbach, Billingsley, and Ferre.

Professor Billingsley proposed an amendment to add ", and no faculty member may be penalized for non-performance in any area of activity for which the faculty member has no assigned responsibility."

The Chair sought and was granted unanimous consent for Professor Billingsley's addition to Professor Maloney's amendment.

Professor Ferre moved to amend Professor Billingsley's amendment by adding "Faculty may be rewarded for activities that are not represented on the Annual Work Plan."

The motion was seconded.

Discussion included Professors Byers, Wilson, Cumbler, Covell, Billingsley, Walsh, Leuthart, Wise, and Henke.

Hearing no call for further discussion of Professor Ferre's motion, the Chair put the question and the motion carried.

The Chair then put the question on Professor Maloney's amendment, as amended. The motion carried.

The Assembly recessed until 3:00 pm Thursday, February 21.
